Olivia Anderson/The Texas Tribune</em></p><p><strong>Jayme Lozano Carver, The Texas Tribune</strong></p><p><strong>South Texas</strong> - The New World screwworm has burrowed itself into Texans&#8217; consciousness after the U.S. Department of Agriculture confirmed seven cases &#8212; six in Texas and one in New Mexico &#8212; in the last week.</p><p>After hearing the horrendous way it affects livestock, many were left asking: What about my fur baby?</p><p>The parasitic fly targets animals with wounds and lays its eggs in any openings, leaving the eggs to hatch into maggots and burrow into the animal to feed on living flesh. It is notorious for devastating the cattle and livestock industry and, so far, cases have been caught in young calves and a goat in South Texas. However, a dog from New Mexico that visited Andrews County in West Texas also has a confirmed case of the screwworm.</p><p>&#8220;It&#8217;s not a time to panic,&#8221; said Guy Loneragan, dean and professor for the Texas Tech University School of Veterinary Medicine. &#8220;We have been preparing for this for almost 18 months or longer in many cases, and there is a plan to address it.&#8221;</p><p>Local, state and federal officials are working to track screwworm cases and containment efforts, including the release of sterile flies to mate with the screwworm so she will lay unfertilized eggs. Experts, including U.S. Agriculture Sec. Brooke Rollins, say the screwworm outbreak may continue for a few months at least.</p><p>Since the New World screwworm targets any warm-blooded mammal, including humans, pets are at risk of screwworm infestation.</p><p>Here are some things pet owners need to be aware of:</p><p><strong>Can screwworms affect my cat or dog?</strong></p><p>Short answer: yes. The screwworm can affect all warm-blooded animals and in different ways. For example, the screwworm tends to infect any open wound on an animal. For pet owners, this could be any regular, everyday wound, such as tick bites, small scrapes and cuts from being outside, or if their cat or dog gets into a fight with another animal.</p><p>It can also invade any openings on the body &#8212; the mouth, eyes, nose, even the reproductive areas. The screwworm will lay eggs on the edge of the wound or opening, which hatch quickly and become maggots. One female can lay 200-300 eggs at a time, and may lay up to 3,000 eggs during her 10- to 30-day lifespan.</p><p>&#8220;There are lots of areas that can become infested,&#8221; said Loneragan.</p><p>According to Texas A&amp;M AgriLife, the maggots have sharp mouth hooks that can tear at the tissue of the animal it&#8217;s in. The wound becomes larger and deeper as more eggs hatch and larvae continue to feed on the animal. The infestation could be fatal for dogs and cats, depending on the location of the infestation and the severity, along with the timing of the diagnosis.</p><p>Loneragan said birds can also become infested, but it&#8217;s not very common.</p><p>&#8220;That&#8217;s beneficial to us because it means that migrating birds aren&#8217;t moving this around to the best of our knowledge,&#8221; Loneragan said.</p><p><strong>What symptoms should I look for?</strong></p><p>If an animal becomes infected, owners will know based on how the animal acts. The maggots feeding into their flesh causes discomfort and intense pain in some cases. There may be some discharge coming from the infected area that can help pet owners identify the infection.</p><p>&#8220;The animals will demonstrate they are uncomfortable or a wound is causing a lot of pain,&#8221; Loneragan said. &#8220;Discharge coming from the area is described as having a foul, putrid smell.&#8221;</p><p>Other signs include seeing animals bite or lick at their wounds, and unusual restlessness. In some cases, according to A&amp;M AgriLife, the animal may become aggressive or lethargic from irritability.</p><p><strong>When should I take my pet to see a veterinarian?</strong></p><p>Pet owners who suspect a case in their cats or dogs should contact their local veterinarian and the Texas Animal Health Commission right away.</p><p>Loneragan said the Food and Drug Administration has made certain medicines available, including antiparasitic chewable tablets or topical solutions, to veterinarians to treat both dogs and cats. In the rare case that either a wild bird or a pet bird does get infected by the screwworm, there are FDA-approved antiseptic products to treat them too.</p><p><strong>Is screwworm treatable?</strong></p><p>Yes, as long as the infection is caught and treated early. Loneragan said that pet owners need to report any suspicions or concerns they have to their veterinarian. The veterinarian can come up with a treatment plan that best fits the animal, the type of wound they have, and where it is.</p><p>&#8220;Treatment generally will involve removing the larvae, then using a product that would kill any remaining larvae that is too small to see or can&#8217;t be seen,&#8221; Loneragan said.</p><p>Larvicides and insecticides are two products that help veterinarians treat the infections after the maggots are removed. Screwworm may seem scary, especially given its prominence in the media, but Loneragan said the parasite is treatable. Moreover, veterinarians have tools available to treat a wide variety of animals, he said.</p><p>&#8220;Ultimately, the sooner you can get to the veterinarian, there are excellent treatment options they can prescribe and implement,&#8221; Loneragan said.</p><p><strong>How can I keep my pets safe?</strong></p><p>The most vital thing pet owners can do during this screwworm outbreak is to be extra vigilant and check their animals every day. Owners should inspect their pets for any wounds or openings that could be vulnerable to the screwworm. Keep pets clean and make sure there aren&#8217;t any insects, flies or maggots laying on them.</p><p>Loneragan said this is also an important time to establish a good relationship with your local veterinarian, if you don&#8217;t have one already. Veterinarians will help diagnose and report cases, which will also help officials track where the screwworm is. Many of the treatments also have to be prescribed by a veterinarian.</p><p>Texas A&amp;M AgriLife recommends that if a pet is near the U.S.-Mexico border, or traveling to or from Latin America, then that pet should be monitored more regularly. It&#8217;s also recommended to use flea, tick and mite medications as needed for parasite management.</p><p>There are some scenarios, such as the screwworm flying inside a home, that can only be avoided through fly control techniques.</p><p>&#8220;They&#8217;re a fly. They&#8217;re going to move around and can fly between spaces or in spaces,&#8221; Loneragan said. &#8220;Implement the usual fly control in the house you would normally do, whether it&#8217;s a fly swatter or whatever. At that stage, you would be going after all flies.&#8221;</p><p><strong>Is it contagious?</strong></p><p>The infection from a New World screwworm is not contagious like the common cold. Loneragan said just because one pet has it does not necessarily mean another in the house might get it.</p><p>However, owners should be extra vigilant if they have multiple pets. For example, a household with more than one dog might have a situation where the dogs fight and scratch each other.</p><p>&#8220;Now you&#8217;ve got two dogs that you really ought to pay close attention to while those wounds are healing,&#8221; Loneragan said.</p><p><strong>What about stray animals and wildlife?</strong></p><p>Stray animals are more susceptible to open wounds and are vulnerable because they live outside, so it&#8217;s important that caretakers of stray cats or dogs are also checking for signs of an infection. Similar to inside pets, stray animals will show pain or may have discharge around the wound. If any symptoms are found, Loneragan says to call the local animal control to report it.</p><p>&#8220;Those things ought to be brought to the attention of animal control very quickly,&#8221; Loneragan said. &#8220;They can work with the veterinarians they usually do to address it and can implement the same sort of treatment plans if appropriate.&#8221;</p><p>If you suspect a case of the screwworm in wildlife, don&#8217;t approach the animal any closer than 25 yards and report the sighting to the local Texas Parks and Wildlife Department or to the Texas Animal Health Commission. According to A&amp;M AgriLife, commonly infested areas of wildlife include the head and neck, along with the umbilical region for newborn animals. Deer are also susceptible to infestation where their antlers shed from their skull or if their antlers are damaged while they grow.</p><p>Birthing season for wildlife can also put female animals and their young at risk for infection, causing high mortality for both. The award recognizes her more than three decades of public service and her commitment to ethical leadership, mentorship, transparency, and community stewardship. Rivera has served as a TCMA trainer, conference presenter, and advocate for ethical decision-making in local government, and has contributed to ethics training and educational programs for elected officials and community leaders.</p><p>&#8220;Michelle embodies the highest standards of public service and demonstrates a people first approach to leadership,&#8221; City Manager Ike Tawil said. &#8220;Her dedication to integrity and mentorship has positively impacted countless employees, elected officials, and residents. This recognition is a reflection of the values she brings to our organization every day.&#8221;</p><p><strong>Communications Office Earns Gold Award</strong></p><p>The City of McAllen Office of Communications received a Gold Award from the Texas Association of Municipal Information Officers during its annual conference held June 3 in Austin, Texas.</p><p>The award recognized a video storytelling campaign produced in partnership with Quinta Mazatl&#225;n for Nativa Plant Month, an initiative designed to encourage the use of native plants, environmental stewardship, and sustainable landscaping practices. The campaign featured educational videos and community outreach efforts highlighting native plant species and their environmental benefits.</p><p>&#8220;This recognition reflects the collective work of the Office of Communications and our partnerships with all 41 City departments to share the stories, programs, initiatives, events, and public service campaigns that make a meaningful difference in Camps across two sessions this summer, running June 1-18 and July 6-24, 2026, with weekly themes covering science, art, and engineering for campers in grades 2 through 8.</p><p>Camps run weekdays from 9 a.m. to 3 p.m., with drop-off and pickup options available. Late pickup after 3:35 p.m. requires an aftercare payment of $5.</p><p><strong>Pricing</strong></p><p>Weekly camp sessions are priced at $200, with a discounted rate of $160 for IMAS Family Members and above. Dig Into Earth, for incoming 2nd and 3rd graders, covers plate tectonics, rocks and minerals, geode demolition, and erosion modeling. Report</strong></p><p><strong>McAllen TX -</strong> Reliant and the City of McAllen launched the second year of the Beat the Heat program Tuesday, June 10, opening three community cooling centers to help residents stay cool during summer temperatures in the Rio Grande Valley. Reliant is donating $6,200 to support the effort and providing 52 fans to be distributed to those in need at all three locations.</p><p>Mayor Javier Villalobos, City Manager Isaac J. Tawil, Parks &amp; Recreation Director Denny Meline, and Reliant Regional Manager Anna Delano marked the program&#8217;s debut at a press conference held at 11 a.m. at Las Palmas Community Center, 1921 N. 25th St.</p><p>The three cooling centers provide a free, air-conditioned space where residents can escape the heat while enjoying water, snacks, and activities. TX</h5><p><strong>Arnoldo Mata</strong></p><p><strong>McAllen TX -</strong> The McAllen City Commission held its regular meeting Monday, June 8, 2026, with the most substantive discussion centering on a variance request that raised broader questions about how the city notifies adjacent property owners when development decisions affect their land. The commission also awarded a new auditing contract, approved several drainage and infrastructure items, proclaimed a powerlifting state champion, and named a new library foundation.</p><p><strong>Variance Tabled: Adjacent Property Owner Notification</strong></p><p>The commission tabled a variance request for the proposed Hernandez Acres Subdivision at 14601 N. Trosper Road after a pointed exchange about whether neighboring property owners should be notified when a variance effectively shifts a development obligation onto their land.</p><p>The applicant was seeking relief from providing a required east-west quarter-mile collector street. City planning staff presented a compromise: instead of requiring the developer to dedicate 60 feet of right-of-way through the middle of the property, the city would accept 30 feet along the north property line, with the expectation that the adjacent property owner to the north would provide the remaining 30 feet when their land is eventually developed.</p><p>One commissioner immediately raised a concern. &#8220;When these variances are given and you&#8217;re moving it like that to where the adjacent property owner is then under an obligation to provide that as well, is there any notice given to the adjacent property owners?&#8221; the commissioner asked.</p><p>Staff acknowledged there was not. &#8220;It&#8217;s just one of those development-driven things,&#8221; staff replied.</p><p>&#8220;I don&#8217;t like variances when they affect somebody else, or it&#8217;s gonna cost our residents in the future,&#8221; the commissioner said.</p><p>Another commissioner agreed. &#8220;We can&#8217;t benefit somebody at the detriment of somebody else, and that&#8217;s really what we&#8217;d be doing without them knowing what we&#8217;re doing.&#8221;</p><p>The city attorney weighed in, noting that while there are statutory notice requirements for variance applications, those notices do not necessarily convey the specific outcome of negotiations or how the city&#8217;s decision might affect neighboring parcels. &#8220;The notice requirements under the local government code require us to provide notice that a variance has been applied for and the property owner has the right to respond,&#8221; the attorney said. &#8220;But they don&#8217;t know what the conversation is going to be or what the net effect of the decision will have on them.&#8221;</p><p>Commissioners acknowledged the adjacent property owner might actually benefit from eventually having a street, but felt the principle of transparency still required outreach. &#8220;I still think he should know,&#8221; one commissioner said.</p><p>The city attorney offered to explore whether additional language could be incorporated into variance notices going forward. &#8220;Certainly no harm in offering some additional transparency. We&#8217;ll see if we can work on a process to accomplish that,&#8221; the attorney said.</p><p>The commission voted to table the item to allow staff time to contact the adjacent property owner before any decision is made.</p><p><strong>J&amp;A Ranch Variance: North-South Collector Denied</strong></p><p>A related variance debate played out on a separate item at 11505 N. Bryan Road, where the commission approved two of three requested variances but denied relief from providing a required north-south collector street.</p><p>One commissioner raised long-term concerns about the city&#8217;s thoroughfare plan in the rapidly developing northwest McAllen corridor. &#8220;On our thoroughfare plan, you know, which is all those nice squared-out black lines on northwest McAllen, we&#8217;re gonna start binding ourselves if we don&#8217;t give the right of way,&#8221; the commissioner said, invoking a decades-old cautionary example. &#8220;I keep having these images from the &#8216;80s and early &#8216;90s of 29th Street between Daffodil and Vine, where the big transmission poles are and part of the street was curved and part was not. And that&#8217;s where there was a disconnect in terms of right of way.&#8221;</p><p>The commissioner added that given development pressure in the area, the city should think ahead. &#8220;This area looks like it&#8217;s starting to get populated and subdivided. Let&#8217;s not put ourselves in a box.&#8221; The commission approved variances one and three, waiving the required commercial alley in favor of a service drive and approving the block length, while denying variance two, preserving the north-south collector requirement.</p><p><strong>Auditing Contract Awarded to Local Firm</strong></p><p>The commission unanimously approved a five-year auditing services contract for fiscal years 2026 through 2030 to Burton, McCumber &amp; Longoria, replacing Weaver, which had been extended for an extra year due to delays in the city&#8217;s ERP implementation.</p><p>City staff noted that six firms submitted proposals and that Burton, McCumber &amp; Longoria scored highest overall across all evaluation categories. &#8220;Their fees were the most competitive,&#8221; staff confirmed, while noting price was one of several weighted factors rather than the sole determinant.</p><p>Commissioner Zamora, who sits on the Audit Investment Committee, asked specifically during that body&#8217;s review whether the firm had municipal government experience. Staff confirmed the firm has worked with Hidalgo County and other large public entities in the area, as well as local school districts.</p><p>City Manager Isaac J. Tawil noted the city makes a practice of rotating audit firms to ensure fresh eyes on the financials. &#8220;We do every couple of years try to rotate those services so there&#8217;s always fresh eyes looking at our financials,&#8221; staff explained. The Audit Investment Committee voted unanimously to recommend the award.</p><p><strong>Gustavo Escandon Day Proclaimed</strong></p><p>Commissioner Tony Aguirre read a proclamation declaring Gustavo Escandon Day in honor of the McAllen Memorial High School senior who became the school&#8217;s first-ever male powerlifting state champion at the Texas High School Powerlifting Association State Championship in Abilene.</p><p>Competing in the 198-pound division, Escandon posted a championship total of 1,735 pounds &#8212; 675 in squats, 425 in bench press, and 635 in deadlift &#8212; and was named Outstanding Deadlift Lifter of the State of Texas. Over three years, he set school records in the 242-pound, 220-pound, and 198-pound divisions while also competing in football and track and field.</p><p>&#8220;Having the academic and athletic ability, it&#8217;s challenging, and it takes that commitment, and that&#8217;s what we&#8217;re all about in this community,&#8221; Commissioner Aguirre said before reading the proclamation.</p><p><strong>Drainage Contract Awarded</strong></p><p>The commission approved a $364,886.34 contract to Global Construction of McAllen for the Lindberg Avenue and 6th Street Drainage Improvement Project, with a contract time of 90 days. The project includes approximately 500 linear feet of 15-inch slotted drain, 1,450 linear feet of 15-inch storm pipe, 2,135 feet of 18-inch curb and gutter replacement, and associated pavement, driveway, and sidewalk work. Engineer of record Meldon &amp; Hunt and city staff recommended the award to the lowest responsible bidder after conducting due diligence on the contractor&#8217;s prior performance.</p><p><strong>FM2220 Underground Trail Passing</strong></p><p>The commission authorized staff to negotiate scope and fees with B2Z Engineering of Mission, Texas, for construction engineering inspection services for the FM2220 underground trail passing project, an underpass approximately 300 feet north of Houston Avenue that will provide pedestrian connectivity between the McAllen Convention Center and West Side Park.</p><p><strong>Additional Variance Actions</strong></p><p>Two variances were approved for the proposed Alhambra on 10th Phase II Subdivision at 11401 N. 10th St., a 67-lot residential development. The commission approved a reduced internal road right-of-way of 50 feet in lieu of 60 and a block length variance, both recommended by Planning and Zoning.</p><p>For the Ballesteros Subdivision at 2201 S. Bentsen Road, a three-lot residential development, the commission approved variances for reduced right-of-way dedication on South Bentsen Road and for not providing sidewalks on the south side of the interior street, but denied the variance for the cul-de-sac requirement, directing the developer to modify the last lot to comply with the fire access paving standard.</p><p>For the Quinta Mazatlan development at 2801 S. 10th St., the commission approved two variances, reduced right-of-way dedication on South 10th Street and permission to develop a lot without direct frontage on a public street. Staff noted South 10th is already at maximum build-out width in that stretch and does not anticipate further expansion.</p><p><strong>Utility Easement Abandoned</strong></p><p>The commission approved an ordinance abandoning a 10-foot utility easement at 7901 N. 10th St. within the District Phase I Subdivision. Mayor Javier Villalobos moved things along briskly. &#8220;I&#8217;d like to get rid of easements,&#8221; he said before calling for the motion.</p><p><strong>McAllen Public Library Foundation Named</strong></p><p>The commission approved the name McAllen Public Library Foundation for the city&#8217;s new library foundation, which will pursue sponsorships to provide scholarships for students lacking funding to pursue higher education. Library Director Kate presented the recommendation. &#8220;Can&#8217;t get any clearer than that one: McAllen Public Library Foundation,&#8221; Mayor Villalobos said before the vote.</p><p>Tawil took a moment to recognize the library director&#8217;s work. &#8220;Kate has done a tremendous job at our McAllen Library. The library has been really busy,&#8221; Tawil said.</p><p><strong>Quarterly Investment Report Accepted</strong></p><p>The commission accepted the quarterly investment report for the quarter ending March 31, 2026. The city&#8217;s portfolio had an ending book value of $485,113,723 and a weighted average yield to maturity of 3.86%. The report was reviewed and recommended by the Audit Investment Committee on June 3.</p><p>City Manager Tawil commended the finance team. &#8220;Sonia and her team downstairs in finance have done a really good job. We are being much more active in paying attention to cash flow needs and making sure that we are taking advantage of interest rates that exist today, for fear that they may change in the near future,&#8221; Tawil said. &#8220;They&#8217;ve got us well ahead of where we thought we would be right now with investment income.&#8221;</p><p><strong>Advisory Board Appointments</strong></p><p>The commission approved a slate of advisory board appointments. Commissioner Zamora reappointed James Collins and Rick Guerra to Friends of Quinta and Christopher Davis to the Historic Preservation Council. Commissioner Rios appointed Barry Patel to Friends of Quinta. Mayor Villalobos appointed Jose Trevino to the Community Development Council and two members to the library board.</p><p><strong>Future Agenda Items</strong></p><p>One commissioner requested an update on design progress for the traffic department building on a city-acquired property, and a separate update on AEP&#8217;s quarterly use of city property.</p><p><strong>Executive Session</strong></p><p>The commission voted to instruct the city manager and city attorney to proceed on one real property matter discussed in executive session. Mata</strong></p><p><strong>McAllen TX -</strong> The McAllen Independent School District Board of Trustees held a special meeting Tuesday, June 2, 2026, covering bond implementation planning, public comments on librarian pay equity and a coaching hire, pre-kindergarten outcomes, a veterinary technician apprenticeship program, and several personnel actions.</p><p><strong>Bond 2026 Project Manager Framework</strong></p><p>Executive Director of Facilities Ruben Trevino presented the board with an updated project management framework for the district&#8217;s voter-approved $335 million bond program, built around what administration is calling Model A, a hybrid approach dividing bond projects between an external project management firm and district staff.</p><p>Under Model A, an external project management firm would oversee approximately $231.8 million in new construction projects, including CTE buildings, multipurpose facilities, front entrance reconfigurations, campus refreshes, and classroom and cafeteria expansions. District staff, supported by a newly hired in-house bond project manager, would oversee approximately $103.9 million in renovation and infrastructure work including HVAC upgrades, paving improvements, roofing, LED lighting, and safety access controls.</p><p>Trevino walked the board through project groupings requiring professional services, noting that campuses with multiple overlapping projects, such as Morris Middle School, which will see classroom expansion, cafeteria modernization, a new roof, and HVAC upgrades, would benefit from a single design team. &#8220;It makes more sense to have one design team working on those particular projects because they all kind of mesh together,&#8221; Trevino said.</p><p>Trustees engaged in extended discussion about capacity, oversight, and expectations. One trustee asked Trevino directly how much of his time managing the in-house project manager would consume.</p><p>&#8220;If you&#8217;re managing the role, how many hours a week do you think it&#8217;ll take you to manage that position effectively?&#8221; the trustee asked.</p><p>Trevino acknowledged the commitment. &#8220;The bond project management is full-time just doing that 100%,&#8221; he said of a dedicated project manager. &#8220;And the oversight from admin can range from, I&#8217;m going to say maybe 50% of the time because you&#8217;re attending meetings, you&#8217;re looking at different designs, you&#8217;re looking at options, you&#8217;re looking at pricing, overseeing everything.&#8221;</p><p>The trustee pressed further, noting Trevino already has a full-time role. &#8220;I&#8217;m just trying to forecast what happens when 50% of your time is now on bond projects that was previously dedicated to other critical needs across the district.&#8221;</p><p>Trevino was direct in his response. &#8220;In our jobs, we do what it takes, and sometimes it&#8217;s not just 40 hours. Sometimes it&#8217;s working past that. Contractors work on weekends. They&#8217;re on a schedule and then they have to meet the schedule. So sometimes it requires more than your ordinary schedule, but we&#8217;ve done it.&#8221;</p><p>When asked whether any of the district-managed projects fall outside his experience, Trevino said no. &#8220;We&#8217;ve done pretty much all of those previously &#8212; safety access controls, LED lighting upgrades, roofing projects, paving, HVAC upgrades.&#8221;</p><p>Another trustee raised concerns about being locked into a single external project manager for the entire multi-year construction buildout. &#8220;What if we have a really bad experience and then we&#8217;re stuck with someone and it&#8217;s only one for everything and the disruption that we may have if we have to in the middle of all of these projects find somebody else?&#8221; the trustee said, suggesting the board consider phasing the contract by tranche. &#8220;This is not a one-year buildout and I just I&#8217;m concerned that it&#8217;s so many projects for one person.&#8221;</p><p>A separate trustee offered a series of recommendations for what the RFQ should include when the district goes out for an external project manager, including performance benchmarks, frequency of engagement with administration, public reporting expectations, and whether project update meetings should be considered billable hours or part of the base contract. &#8220;I would love to see something somewhere that says the expectation is 90% on time and 90% on budget,&#8221; the trustee said. The trustee also recommended the project manager have a direct reporting line to Superintendent Dr. Ren&#233; Guti&#233;rrez. &#8220;Given the size of the bond and the importance to the community, I think it&#8217;s paramount whether it&#8217;s in-house or the outside consultant to have a direct line of reporting to you as well,&#8221; the trustee said.</p><p>Guti&#233;rrez agreed. &#8220;Yes, sir,&#8221; he responded.</p><p>One trustee also suggested holding dedicated special called board meetings for bond updates rather than folding them into regular meetings. &#8220;I also see that as we are briefing the board on this project that maybe sometimes we should just have special called board meetings just for that and not mix them with regular board meetings,&#8221; the trustee said. &#8220;There&#8217;s always going to be questions and a lot of detail on projects and cost and statuses of projects.&#8221;</p><p><strong>Timeline for External Project Manager</strong></p><p>A suggested timeline for the Request for Qualifications (RFQ) process was presented:</p><ul><li><p>July 10: First advertisement</p></li><li><p>July 17: Second advertisement</p></li><li><p>July 24: Solicitation closing date</p></li><li><p>Aug. 11: Tentative board interviews of top firms</p></li><li><p>Aug. 25: Board approval of selected firm</p></li></ul><p><strong>Bond Oversight Committee Charter</strong></p><p>Deputy Superintendent for Business and Operations Lorena Garcia presented a draft charter for the Citizens Bond Oversight Committee. Key elements of the draft include reporting solely to the board of trustees, quarterly reporting to the board and the public, site visits, accountability duties, conflict of interest provisions, and two-year staggered terms for members.</p><p>Trustees offered several additions and revisions during discussion:</p><p>One trustee asked that the conflict of interest section be amended to prohibit immediate family members of committee members from bidding on any bond projects. &#8220;I&#8217;d love for number three to be edited in such a way that no immediate family member of a member of the oversight committee can bid on any bond projects,&#8221; the trustee said.</p><p>Another trustee raised the question of how to define &#8220;vendor&#8221; in the eligibility criteria, distinguishing between companies that do bond-related work versus those that simply sell general supplies to the district. &#8220;If somebody sells t-shirts to the district and they have relevant experience, why should they be prohibited?&#8221; the trustee said. A suggested threshold of 10% of income from district contracts was proposed as the conflict standard.</p><p>A trustee also proposed adding a 15th committee member to be nominated by the Joint Professional Consultation Committee, giving teachers a voice on the oversight body. &#8220;I&#8217;ve gotten some feedback that teachers are left out or do not have the ability to provide feedback,&#8221; the trustee said. Guti&#233;rrez indicated administration was open to the idea, saying Dr. Canales could facilitate a nomination through the JPCC process.</p><p>Garcia asked board members to submit written feedback on the charter by the end of the week so a final draft can be brought to the June 23 regular board meeting.</p><p><strong>Public Comments on Librarians and Coaching Hire</strong></p><p>Three speakers addressed the board during public comments, with two making detailed arguments for restoring librarians to the teacher pay classification and a third raising concerns about the hiring process for a head basketball coach.</p><p>Celeste Lopez, librarian at DeLeon Elementary and a two-time district award winner, including being named District Elementary Teacher of the Year in 2022 and District Elementary Technology Teacher of the Year in 2024, both while serving as a librarian, opened the comments with a direct appeal to the board.</p><p>&#8220;I share these awards not to boast but to show the instructional responsibility that I carry every single day as well as my librarian colleagues,&#8221; Lopez said. &#8220;That responsibility aligns directly with the TRA definition of a classroom teacher, which is why exclusion from TRA allotments creates a disheartening inequity.&#8221;</p><p>Lopez described her typical day as including five to six back-to-back 45-minute classes, teacher collaboration, technology integration projects, campus operations, afterschool clubs, and 10 additional contract days beyond the teacher calendar. &#8220;We are the librarians of yes,&#8221; she said. &#8220;We are what I&#8217;d like to call 21st century techarians, and our compensation should reflect the instructional and campus-wide impact that we provide. I respectfully ask the board to reconsider our TRA classification.&#8221;</p><p>Cindy Tijerina, librarian at McAllen High School with 13 of her 21 years in McAllen ISD spent as a librarian, highlighted the pay disparity created when librarians were excluded from last year&#8217;s $5,000 teacher salary increase. &#8220;As a result of last year&#8217;s raise structure, some employees in similar capacities are now earning more than we are as librarians,&#8221; Tijerina said. &#8220;This has created a pay disparity that many believe should be addressed.&#8221;</p><p>She noted the exclusion stung in part because of what peers in other districts experienced. &#8220;Surrounding districts did include their librarians in that $5,000 raise,&#8221; Theharina said. &#8220;We&#8217;re not asking for special treatment. We&#8217;re simply asking for equitable compensation that recognizes our qualifications, our responsibilities, our contributions to our students every day in our schools.&#8221;</p><p>Natasha Gonzalez, a parent with family ties to McAllen Memorial&#8217;s basketball program, asked the board to delay hiring the current candidate for head boys basketball coach and open the search more broadly. She said the candidate being considered had a 39% win rate, 41 wins out of 119 games since 2022, and had recently been reassigned away from coaching. &#8220;If wins don&#8217;t matter, shouldn&#8217;t the intangibles have helped him to remain a coach? If so, why would we reward poor performance by giving him an awesome job at McAllen Memorial?&#8221; Gonzalez asked. She also questioned the posting process, asking whether the position was advertised statewide and how many candidates were considered. &#8220;McAllen ISD is supposed to be the flagship of the RGV and we should select the best candidate. Our boys deserve a quality coach, not someone who&#8217;s convenient.&#8221;</p><p><strong>Other Action Items</strong></p><ul><li><p>The board recognized 20 UTRGV teacher residents who completed residency placements at Alvarez, Hendricks, Pettis, and Thigpen-Zavala elementary schools during 2025-2026. Of the 20, 12 earned full teacher certification, three will pursue master&#8217;s degrees, and eight are completing certification requirements this summer.</p></li><li><p>The board approved a donation of new JV and varsity softball lockers from the Nikki Rowe High School softball booster club, 7-0.</p></li><li><p>The board received a pre-K instructional report showing district-wide early literacy improvement from 60% to 81% and early math improvement from 75% to 90%, both surpassing district target goals. A pre-K camp is scheduled for Aug. 13, 2026.</p></li><li><p>The board approved an interlocal agreement with South Texas College for a veterinary technician apprenticeship program, 7-0, for August 2026 through May 2027. The program piloted this year with 12 students focusing on large animals and will expand to include small animals as bond-funded facility upgrades are completed.</p></li><li><p>The board approved on second reading an amendment to policy DEC local expanding payment for accumulated leave upon retirement to employees retiring under any retirement system, not only TRS, 6-0.</p></li><li><p>The board reviewed a first reading of proposed amendments to the employee grievance policy DGBA local, covering a mutual five-day document submission deadline before Level III hearings and hearing recording requirements. Trustees directed legal counsel to rewrite the document submission language to apply equally to both the district and the grievant before a second reading at the June 23 meeting.</p></li><li><p>The board received the district&#8217;s intent to apply by June 9 for a U.S. Department of Education Innovative Approaches to Literacy grant, seeking approximately $3.5 million over five years. If awarded, funds would be used for a mobile literacy bus, an author mentor program, learning labs, updated library materials, and librarian professional development.</p></li><li><p>The board approved a low attendance waiver application to TEA covering Jan. 26 and 27, 2026, weather-related absences, 7-0.</p></li><li><p>The board approved the Optional Flexible School Day Program application for 2026-2027, 7-0. During 2025-2026, the program served up to 366 students and helped 1,030 of 1,461 at-risk students recover attendance minutes to move above the 90% threshold.</p></li><li><p>The board approved the sale of used technology equipment under RFP 2026-1036, 7-0.</p></li><li><p>Following closed session, the board approved human resources recommendations for both 2025-2026 and 2026-2027, each 6-0, and Report</strong></p><p><strong>McAllen TX -</strong> McAllen International Airport announced Monday the launch of daily nonstop service to Phoenix, Arizona via American Airlines, beginning Thursday, June 4, 2026. The new route gives the airport a second major American Airlines hub connection and expands travel options for residents and business travelers across the Rio Grande Valley.</p><p>City Manager Isaac J. Report</strong></p><p><strong>McAllen TX -</strong> The City of McAllen is inviting commercial property owners to apply for matching grant funding through its REFRESH 50|50 Storefront Revitalization Grant Program, with more than $600,000 currently available and the maximum grant award raised from $15,000 to $25,000 per project.</p><p>The program provides matching funds for exterior improvements including painting, landscaping, signage, lighting, ADA accessibility enhancements, fa&#231;ade upgrades, and other projects that enhance curb appeal and customer experience. Eligible projects must be located within designated commercial corridors, including portions of 10th Street, Business 83, 23rd Street, South Ware Road, and Downtown McAllen. Projects must receive city approval before work begins, and grant funds are reimbursed upon completion.</p><p>Since launching in 2019, the program has funded 129 storefront improvement projects citywide, generating more than $1.37 million in total investment. Since Sept. 1, 2025, the city&#8217;s Office of Retail and Business Development has awarded $144,034.10 in REFRESH 50|50 grants during the current fiscal year.</p><p>Mayor Javier Villalobos encouraged business owners to take advantage of the funding. &#8220;McAllen is growing, businesses are investing, and we want to help accelerate that momentum,&#8221; Villalobos said. &#8220;With more than $600,000 still available, this is an opportunity for business owners to improve their properties with the support of a city that believes in reinvestment. When businesses invest in McAllen, McAllen invests back.&#8221;</p><p>City Manager Isaac J. Tawil framed the program as a direct investment in the people behind McAllen&#8217;s economic growth. &#8220;McAllen&#8217;s economic success starts with the small business owners who open their doors every day and believe in this community,&#8221; Tawil said. &#8220;REFRESH 50|50 is about investing in people. Bowie St., San Benito. The center is open Monday through Friday from 9 a.m. to 6 p.m. and will be closed Friday, June 19, in observance of Juneteenth. Walk-ins are welcome, and appointments may be scheduled in advance at appointment.sba.gov.</p><p><strong>Available Loan Programs</strong></p><p>Businesses and nonprofits may apply for physical disaster loans of up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.</p><p>Homeowners may apply for up to $500,000 to repair or replace their primary residence. Homeowners and renters may also apply for personal property loans of up to $100,000 to replace or repair clothing, furniture, vehicles, and appliances.</p><p>Applicants may also be eligible for a loan increase of up to 20% of their verified physical damage for mitigation improvements, which may include insulating pipes, walls, and attics, weather stripping doors and windows, and installing storm windows.</p><p>The SBA&#8217;s Economic Injury Disaster Loan program is available to eligible small businesses, small agricultural cooperatives, and private nonprofit organizations &#8212; including faith-based organizations &#8212; that suffered financial losses directly related to the disaster, even if they did not sustain physical damage. These loans may be used to pay fixed debts, payroll, accounts payable, and other bills that could not be paid due to the disaster. Agricultural producers, farmers, and ranchers are not eligible for SBA disaster loans, with the exception of aquaculture enterprises.</p><p><strong>Loan Terms</strong></p><p>Interest rates are as low as 4% for businesses, 3.625% for nonprofits, and 2.875% for homeowners and renters, with terms of up to 30 years. Interest does not begin to accrue and payments are not due until 12 months from the date of the first loan disbursement.</p><p>&#8220;When disasters strike, SBA&#8217;s Disaster Loan Outreach Centers perform an important role by assisting small businesses and their communities,&#8221; said Chris Stallings, Associate Administrator of the Office of Disaster Recovery and Resilience. &#8220;At these centers, our SBA specialists help business owners and residents apply for disaster loans and learn about the full range of programs available to support their recovery.&#8221;</p><p>The disaster declaration also covers Calhoun, Cooke, Denton, DeWitt, Goliad, Hood, Jack, Jackson, Johnson, Lavaca, Montague, Palo Pinto, Parker, Refugio, Tarrant, Victoria, and Wise counties. Recreation Department is launching The Sound Lab, a new music and creative program at Palm View Community Center, meeting every Monday and Wednesday with two age-group sessions available.</p><p>The program offers two sessions running simultaneously on meeting days. The first session is for ages 5 through 6, from 6 to 6:45 p.m., activity No. 274100-01. The second session is for ages 7 through 12, from 7 to 7:45 p.m., activity No. 274100-02.</p><p>Cost is $23 for McAllen residents and $30 for non-residents per session.</p><p>Registration is available at mcallenparks.net.
