hosted by the McAllen Public Library Advocates is scheduled for Saturday, May 2, from 9 a.m. to 2 p.m. at the Main Library Bookstore, 4001 N. 23rd St.</p><p>The event, organized by McAllen Public Library and MPL Adults, will feature a selection of gently used books, including bestselling authors, select non-fiction, children&#8217;s titles, romance, paperbacks, and libros en Espa&#241;ol.</p><p>All books, both inside and outside of the bookstore, will be priced at $1.00 for hardbacks and $0.50 for paperbacks.</p><p>Credit and debit cards will be accepted. and dual credit initiatives during an April 28 board meeting.</p><p><strong>Public Comment Raises Student Health Concerns</strong></p><p>During public comment, Dr. Ella Yanos, an interventional cardiologist, addressed trustees about long-term health risks facing students.</p><p>&#8220;Every day I see young adults losing their health piece by piece, and it&#8217;s hard to watch,&#8221; Yanos said. Yanos said many children rely on school meals and that nutrition plays a critical role in shaping long-term habits.</p><p>&#8220;We&#8217;re not only feeding them, we&#8217;re really shaping their future eating habits,&#8221; she said. She urged early intervention, adding, &#8220;Change must begin early here and now so our children have a better future.&#8221;</p><p><strong>Apprenticeship Program Recognized</strong></p><p>Trustees recognized the district&#8217;s first cohort of registered apprentices as part of National Apprenticeship Week.</p><p>Administrators described the initiative as a workforce development strategy aimed at preparing future educators.</p><p>&#8220;Registered apprenticeships represent a strategic shift in how the United States approaches workforce development,&#8221; staff said during the presentation.</p><p>Participants in the program said the experience has been transformative.</p><p>&#8220;It&#8217;s been a life-changing moment,&#8221; said apprentice Timothy Thees. &#8220;At the end of the day, that&#8217;s our goal, is to make an impact on these students.&#8221;</p><p>Another participant, Joshua Sotelo, said the program provides skills beyond traditional coursework. &#8220;This gives you more of a professional sense of how a teacher should act,&#8221; Sotelo said.</p><p><strong>Mental Health Awareness Proclamation</strong></p><p>Trustees approved a proclamation designating May 2026 as Mental Health Awareness Month.</p><p>&#8220;Every citizen in the community can make a difference in helping end the silence and stigma that has surrounded mental illness,&#8221; the proclamation stated. The measure passed unanimously.</p><p><strong>STEM Academy at Travis Middle School</strong></p><p>Administrators presented plans for a new STEM Academy at Travis Middle School, set to begin in the 2026-27 school year with incoming sixth graders.</p><p>The program will include Project Lead the Way coursework and allow students to earn high school credits in algebra, biology and career technical education.</p><p>&#8220;The vision for the STEM Academy at Travis Middle School is to empower students to explore, innovate and lead through science, technology and engineering,&#8221; administrators said. Officials said students could earn up to three high school credits while in middle school.</p><p>Principal Isaac Gracia said recruitment efforts are underway across elementary campuses. &#8220;We want to be the best STEM academy, the best regional option that parents have,&#8221; Gracia said.</p><p>Trustees discussed the program&#8217;s application-based admission process, which will consider attendance, behavior and grades. &#8220;We&#8217;re not trying to make scientists, but we want people to think like them,&#8221; staff said during the presentation.</p><p><strong>Instructional Materials Certification Approved</strong></p><p>The board approved required certifications confirming that students will have access to instructional materials aligned with Texas Essential Knowledge and Skills standards for the 2026-27 school year. All three certification motions passed unanimously.</p><p><strong>Dual Credit Spanish Program with UTSA</strong></p><p>Trustees approved an interlocal agreement with the University of Texas at San Antonio to offer a dual credit pathway leading to a minor in Spanish. The program is designed to expand opportunities for dual language students from middle school through high school.</p><p>&#8220;We keep on looking at what other things that we can offer that will benefit our students,&#8221; administrators said. The program will allow students to take advanced placement and dual enrollment Spanish courses, including a summer component at the university.</p><p>Officials said interest in the program could grow beyond the initial group of three incoming ninth-grade students. &#8220;That number of three could easily go up,&#8221; staff said.</p><p><strong>Purchasing Matrix Update</strong></p><p>Administrators presented revisions to the district&#8217;s purchasing scoring matrix, following board input from a previous workshop. Mata</strong></p><p><strong>McAllen, TX</strong> - McAllen city officials reviewed progress on streetlight installations, drainage utility fee projects and several regular agenda items during City Commission workshop and regular meetings.</p><p>During the workshop, Traffic Operations Director Marlen Garza presented an update on the streetlights by district project, which is intended to add lighting to existing neighborhoods in its first phase and high-volume arterials in its second phase.</p><p>&#8220;The goal of this project is to add additional lighting to existing neighborhoods, which is phase one, and also to high-volume arterials, which is phase two,&#8221; Garza said.</p><p>Garza said the project is being handled in-house by the traffic department in coordination with AEP and Magic Valley.</p><p>&#8220;This is an in-house project,&#8221; Garza said. &#8220;Everything that has been done for this project has been solely done with or by the traffic department in coordination with Magic Valley and AEP.&#8221;</p><p>Garza said 89 streetlights have been installed this year as part of the project. She said the city has been able to make more progress in areas served by AEP.</p><p>District 4 was described as the pilot project and has reached 100% completion. Garza said District 4 was already mapped when she joined the traffic department in 2020.</p><p>&#8220;District 4 is completed because it was the first district,&#8221; Garza said. &#8220;It was a pilot project.&#8221;</p><p>Districts 5 and 6 have been submitted to AEP, but officials said those areas are pending while earlier districts are completed. Garza said AEP has said it wants to work district by district.</p><p>City officials also discussed delays involving Magic Valley.</p><p>&#8220;I have not reached out yet,&#8221; city manager Isaac Tawil said. &#8220;This presentation is the first I&#8217;ve heard we&#8217;re not having responses, but believe me, Magic Valley will hear from me in the morning.&#8221;</p><p>Garza said the department conducts a quarterly streetlight survey to identify lights that are out.</p><p>&#8220;We, as a traffic staff, go out there and drive all of the streets in McAllen and we tag all the lights that are out,&#8221; Garza said.</p><h3>Drainage Utility Fee Update</h3><p>City engineer Roel Cruz presented the eighth annual drainage utility fee update, saying the fee was adopted in March 2018 and is paid through utility bills.</p><p>Cruz said the city has collected more than $9.5 million over eight years through the fee.</p><p>&#8220;We think it&#8217;s a really good program that was passed by the city commission,&#8221; Cruz said. &#8220;We want to show, one, the money we&#8217;ve collected and how we&#8217;ve used that money.&#8221;</p><p>Cruz said completed projects total about $3 million. Additional projects are under construction or awaiting potential funding, including the Balboa Acres stormwater infrastructure pump station, the Harvey stormwater pump station and the McAllen lateral project.</p><p>Cruz said the drainage utility fee has helped move projects into design and construction.</p><p>&#8220;This utility fee has been put to use,&#8221; Cruz said. &#8220;We&#8217;re taking citizens&#8217; money. We&#8217;re making sure that we&#8217;re putting it either to construction or design and getting them ready for improvement out in the city.&#8221;</p><p>Commissioners also discussed how the drainage fee appears on utility bills after a concern was raised that it appeared as a miscellaneous fee.</p><p>&#8220;We certainly want to be transparent,&#8221; Cruz said.</p><p>Officials said they would review the billing label.</p><h3>Regular Meeting Actions</h3><p>During the regular meeting, commissioners approved several rezoning and conditional use permit items.</p><p>A conditional use permit for Young&#8217;s Snow, 1905 N. 23rd St., was approved for five years. Officials said the business has operated at the location for many years.</p><p>Commissioners also approved a contract for dumpster floors and a contract for the 29th Street roadway widening project from FM 1925 to 107.</p><p>Officials said the 29th Street project includes design for about three miles of a four-lane urban roadway, stormwater management, pedestrian pathways and bridge crossings over existing drainage canals.</p><p>An additional services contract amendment for the Second Street and Wisconsin Avenue roundabout intersection improvement project was approved in the amount of $16,250, bringing the revised contract amount to $266,250.</p><p>Commissioners also approved variance requests tied to the Treehouse apartment subdivision at 801 S. Clay Road and the proposed Rancho Lot 45 subdivision at 5408 S. 27th St.</p><h3>Other discussion</h3><p>City officials said early voting for the District 5 special election continues Tuesday, with Election Day set for Saturday at McAllen High School.</p><p>The city manager said the next regular meeting will be May 11, with an election canvass scheduled for May 12. -</strong> The City of McAllen Teen Court program is accepting applications for student volunteers ages 14 and older who live in McAllen, attend a McAllen high school or reside in surrounding areas.</p><p>The program offers hands-on courtroom experience and leadership development through a peer-driven alternative justice system in which first-time juvenile offenders are judged by a jury of their peers.</p><h3>Volunteer Roles and Experience</h3><p>Participants serve in roles including teen attorneys, jurors, bailiffs and clerks. The program provides experience in law, leadership and public speaking while allowing students to contribute to a community initiative.</p><p>&#8220;This is a great opportunity for teens to build confidence, learn about the legal system, and make a real difference in their community,&#8221; said Honorable Judge Lauren Sepulveda, presiding judge.</p><h3>Program Requirements and Application Timeline</h3><p>Volunteers are required to attend training sessions and participate in court hearings held regularly at the McAllen Municipal Court.</p><p>Applications are open through May 15, 2026. Polls will be open from 7 a.m. to 7 p.m.</p><p>Candidates on the ballot are Felida Villarreal, Mark Murray and Michael Fallek. District 5 runs from I-2 expressway north to Lark Ave., along 10th Street and 23rd Street.</p><p>Early voting by personal appearance is underway through April 28 at Firemen&#8217;s Pump House, Palm View Community Center and Lark Community Center. Valley</h5><p><strong>Staff Report</strong></p><p><strong>McAllen TX -  </strong>The McAllen Chamber of Commerce and the City of McAllen announced the appointment of Gabriel Hugo Sanchez Martinez as the 2026&#8211;2028 City of McAllen Poet Laureate, a two-year honorary civic role recognizing poets who contribute to the cultural and creative life of the community.</p><p>The Poet Laureate program is housed by the McAllen Chamber of Commerce.</p><p>According to the announcement, Sanchez Martinez is a poet, publisher and arts advocate whose work has influenced the literary landscape of the Rio Grande Valley for more than two decades. He is the founder of The Raving Press and the Border Arts Network, organizations focused on publishing, public programming and literary initiatives.</p><p>His work includes the development of anthologies, readings and collaborative spaces aimed at supporting both emerging and established writers and expanding opportunities for creative expression in the region.</p><p>&#8220;Gabriel&#8217;s longstanding commitment to the literary and artistic community in the Rio Grande Valley reflects a deep investment in culture, creativity, and access,&#8221; said Leigh Wooldridge, Vice President of Visit McAllen. &#8220;His work continues to create space for voices that represent the richness and diversity of our region, and we are proud to recognize his contributions as part of McAllen&#8217;s cultural landscape.&#8221;</p><p>As Poet Laureate, Sanchez Martinez will serve as a cultural ambassador for the City of McAllen, promoting poetry as a form of public expression within the community.</p><p>&#8220;I do not see a separation between poetry and advocacy. Bicentennial Blvd., with enrollment conducted on the east side of the lobby near the car rental desks.</p><p>Enrollment hours are scheduled Tuesday through Friday from 9 a.m. to 12 p.m. and 1 p.m. to 5 p.m., with a daily closure from 12 p.m. to 1 p.m.</p><p>According to event information, walk-ins are welcome but not guaranteed and will be accepted no later than 30 minutes prior to closing each morning and afternoon session.</p><h3>Enrollment Process</h3><p>The process includes three steps. Applicants must first submit an online application and schedule an appointment for the McAllen pop-up event. Participants then complete an in-person enrollment at the airport, which includes fingerprinting and a photograph for a background check. Applicants are required to bring documentation proving identity and citizenship status.</p><p>Most travelers receive a Known Traveler Number within three to five days after completing the process.</p><h3>Program Details</h3><p>TSA PreCheck is a program designed to provide low-risk travelers with an expedited security screening experience at airport checkpoints. The program is available to U.S. citizens and lawful permanent residents.</p><p>The enrollment application fee is $76.75 and covers five years of participation if approved. pollinator conservation on Saturday, April 25, 2026, at Quinta Mazatl&#225;n.</p><p>The event is part of the Mayor&#8217;s Monarch Pledge led by the National Wildlife Federation to promote environmental awareness and support pollinators through community engagement and education.</p><p>Opening ceremonies will feature the South Texas Drum Circle, followed by live entertainment, art activities and interactive experiences throughout the day. More than 30 vendors will provide hands-on activities and wildlife education along Palm Drive.</p><h3>Mayor&#8217;s Bug Parade</h3><p>At 10 a.m., attendees wearing orange and butterfly wings are invited to participate in the Mayor&#8217;s Bug Parade with Mayor Javier Villalobos. The parade will be led by the McHi Drum Line and Flag Team.</p><h3>Family Activities and Exhibits</h3><p>Event activities include live animal presentations, educational booths, youth and scout stations, garden tours, a marketplace and a food courtyard. Organizers state the event is intended to inspire residents of all ages to support native habitat and environmental education efforts that promote a healthier ecosystem.</p><p>Monarch Fest is free with park admission. Photo courtesy STC Communications.</em></p><p><strong>Amanda Sotelo, STC Communications</strong></p><p>South Texas College is introducing a brand-new Avionics Technician program, the only of its kind in the Rio Grande Valley, through the college&#8217;s Center of Advanced Training and Apprenticeships (CATA), set to begin fall 2026.</p><p>Avionics focuses on the development, installation and maintenance of electronic systems used in aircraft, satellites and spacecraft to enhance safety, navigation and operational efficiency.</p><p>In a recent announcement made at an Hidalgo County Commissioner&#8217;s Court meeting, this initiative was described as a response to meet the need of qualified avionic technicians in the region, and through a $50,000 donation from Hidalgo County Precinct 1, in collaboration with the Mid-Valley Airport, STC has been able to get the program off the ground.</p><h3>16-week program</h3><p>&#8220;At STC, we respond to the needs of our community, and if it allows us to train, reskill, upskill and produce high-quality technicians and professionals, then we will work hard to bring those programs to our area,&#8221; said STC President Ricardo J. Solis, Ph.D. &#8220;This new Avionics program has high standards, and we expect that, with the help of our partners, we can have students complete this program in only 16 weeks and be ready for the workforce. Together, we are growing opportunities and empowering our communities.&#8221;</p><h3>Two program routes</h3><p>The Avionics Technician Program offers two pathways: an Adult Program for those18 years and older and a High School Program for juniors and seniors.</p><p>Both programs focus on preparing students to install, maintain, troubleshoot and repair electronic systems used in aircraft. These systems include communications, navigation, flight control, weather radar, autopilot, entertainment and other critical electronic components that help an aircraft operate safely.</p><p>Students in the Adult Program can earn a credential within five months, or 16 weeks, while high school juniors and seniors in the high school program, can earn a credential in two years, or 48 weeks.</p><p>Students in both pathways will be trained in areas ranging from the fundamentals to Federal Aviation Administration (FAA) regulations.</p><h3>Direct path to high-skill, in-demand careers</h3><p>Carlos Margo, dean for CATA, said the implementation of this program reflects STC&#8217;s commitment to building direct pathways into high-skill, high-demand careers.</p><p>&#8220;The development of the program was based on the current and growing need for avionic technicians in the entire Rio Grande Valley,&#8221; said Margo. &#8220;As the economy continues to expand in our region, so does the size of our airports and the number of aircraft that will need maintenance and repair.&#8221;</p><p>Additionally, Margo said another main driver for demand is SpaceX in Cameron County.</p><p>&#8220;Our Avionics Program will also prepare students for real-world application of skills needed for spacecraft,&#8221; he said. &#8220;The combination of knowledge and skills for avionics is hard to find, and the goal of this program is to not only prepare individuals for a highly paid, sustainable career, but to assist employers with their strategic growth and operational plans by supplying them with a highly-trained workforce with the skills that are relevant and timely.&#8221;</p><p>Hidalgo County Commissioner Precinct 1 David Fuentes said he is excited about this initiative and in sharing his passion for aircraft and flying with Texas State Representative, District 39, Armando Martinez, who both set plans in motion to help fund and establish the Avionics Program through STC.</p><h3>A vital need</h3><p>&#8220;Avionics is such a niche field, but it is vital to the airports in our region, and there aren&#8217;t any other programs like this in the RGV,&#8221; said Fuentes. &#8220;This upcoming program aligns with everything we believe will enhance our communities with a certain skillset and training. I&#8217;m glad we found a pathway to get this done and we appreciate our entire Hidalgo County team in helping us navigate this process with STC, so collectively, we can create new high-paying jobs.&#8221;</p><p>Martinez said in expanding the Mid-Valley Airport, two new facilities are being constructed, one of which will be used to provide a training space for STC.</p><p>The training space will be equipped, thanks to the $50,000 donation, with all the instruments and electrical power systems necessary for successful hands-on training.</p><p>&#8220;Watching this initiative come to fruition is met with excitement,&#8221; said the state representative. &#8220;We are excited about this collaboration; there is no program like this south of Waco. STC&#8217;s Mid-Valley campus is an anchor in our community, including McAllen and Starr County. By working with the college, we are expanding opportunities for everyone in the Valley, and now, no one must leave home to pursue this high-paying career.
