Mata</strong></p><p><strong>McAllen, TX</strong> - McAllen city officials reviewed progress on streetlight installations, drainage utility fee projects and several regular agenda items during City Commission workshop and regular meetings.</p><p>During the workshop, Traffic Operations Director Marlen Garza presented an update on the streetlights by district project, which is intended to add lighting to existing neighborhoods in its first phase and high-volume arterials in its second phase.</p><p>&#8220;The goal of this project is to add additional lighting to existing neighborhoods, which is phase one, and also to high-volume arterials, which is phase two,&#8221; Garza said.</p><p>Garza said the project is being handled in-house by the traffic department in coordination with AEP and Magic Valley.</p><p>&#8220;This is an in-house project,&#8221; Garza said. &#8220;Everything that has been done for this project has been solely done with or by the traffic department in coordination with Magic Valley and AEP.&#8221;</p><p>Garza said 89 streetlights have been installed this year as part of the project. She said the city has been able to make more progress in areas served by AEP.</p><p>District 4 was described as the pilot project and has reached 100% completion. Garza said District 4 was already mapped when she joined the traffic department in 2020.</p><p>&#8220;District 4 is completed because it was the first district,&#8221; Garza said. &#8220;It was a pilot project.&#8221;</p><p>Districts 5 and 6 have been submitted to AEP, but officials said those areas are pending while earlier districts are completed. Garza said AEP has said it wants to work district by district.</p><p>City officials also discussed delays involving Magic Valley.</p><p>&#8220;I have not reached out yet,&#8221; city manager Isaac Tawil said. &#8220;This presentation is the first I&#8217;ve heard we&#8217;re not having responses, but believe me, Magic Valley will hear from me in the morning.&#8221;</p><p>Garza said the department conducts a quarterly streetlight survey to identify lights that are out.</p><p>&#8220;We, as a traffic staff, go out there and drive all of the streets in McAllen and we tag all the lights that are out,&#8221; Garza said.</p><h3>Drainage Utility Fee Update</h3><p>City engineer Roel Cruz presented the eighth annual drainage utility fee update, saying the fee was adopted in March 2018 and is paid through utility bills.</p><p>Cruz said the city has collected more than $9.5 million over eight years through the fee.</p><p>&#8220;We think it&#8217;s a really good program that was passed by the city commission,&#8221; Cruz said. &#8220;We want to show, one, the money we&#8217;ve collected and how we&#8217;ve used that money.&#8221;</p><p>Cruz said completed projects total about $3 million. Additional projects are under construction or awaiting potential funding, including the Balboa Acres stormwater infrastructure pump station, the Harvey stormwater pump station and the McAllen lateral project.</p><p>Cruz said the drainage utility fee has helped move projects into design and construction.</p><p>&#8220;This utility fee has been put to use,&#8221; Cruz said. &#8220;We&#8217;re taking citizens&#8217; money. We&#8217;re making sure that we&#8217;re putting it either to construction or design and getting them ready for improvement out in the city.&#8221;</p><p>Commissioners also discussed how the drainage fee appears on utility bills after a concern was raised that it appeared as a miscellaneous fee.</p><p>&#8220;We certainly want to be transparent,&#8221; Cruz said.</p><p>Officials said they would review the billing label.</p><h3>Regular Meeting Actions</h3><p>During the regular meeting, commissioners approved several rezoning and conditional use permit items.</p><p>A conditional use permit for Young&#8217;s Snow, 1905 N. 23rd St., was approved for five years. Officials said the business has operated at the location for many years.</p><p>Commissioners also approved a contract for dumpster floors and a contract for the 29th Street roadway widening project from FM 1925 to 107.</p><p>Officials said the 29th Street project includes design for about three miles of a four-lane urban roadway, stormwater management, pedestrian pathways and bridge crossings over existing drainage canals.</p><p>An additional services contract amendment for the Second Street and Wisconsin Avenue roundabout intersection improvement project was approved in the amount of $16,250, bringing the revised contract amount to $266,250.</p><p>Commissioners also approved variance requests tied to the Treehouse apartment subdivision at 801 S. Clay Road and the proposed Rancho Lot 45 subdivision at 5408 S. 27th St.</p><h3>Other discussion</h3><p>City officials said early voting for the District 5 special election continues Tuesday, with Election Day set for Saturday at McAllen High School.</p><p>The city manager said the next regular meeting will be May 11, with an election canvass scheduled for May 12. The next regular City Commission meeting after that is scheduled for Tuesday, May 26, because Monday, May 25th, is a holiday.</p>]]></content:encoded></item><item><title><![CDATA[McAllen Opens -</strong> The City of McAllen Teen Court program is accepting applications for student volunteers ages 14 and older who live in McAllen, attend a McAllen high school or reside in surrounding areas.</p><p>The program offers hands-on courtroom experience and leadership development through a peer-driven alternative justice system in which first-time juvenile offenders are judged by a jury of their peers.</p><h3>Volunteer Roles and Experience</h3><p>Participants serve in roles including teen attorneys, jurors, bailiffs and clerks. The program provides experience in law, leadership and public speaking while allowing students to contribute to a community initiative.</p><p>&#8220;This is a great opportunity for teens to build confidence, learn about the legal system, and make a real difference in their community,&#8221; said Honorable Judge Lauren Sepulveda, presiding judge.</p><h3>Program Requirements and Application Timeline</h3><p>Volunteers are required to attend training sessions and participate in court hearings held regularly at the McAllen Municipal Court.</p><p>Applications are open through May 15, 2026. Polls will be open from 7 a.m. to 7 p.m.</p><p>Candidates on the ballot are Felida Villarreal, Mark Murray and Michael Fallek. District 5 runs from I-2 expressway north to Lark Ave., along 10th Street and 23rd Street.</p><p>Early voting by personal appearance is underway through April 28 at Firemen&#8217;s Pump House, Palm View Community Center and Lark Community Center. Polls are open daily from 7 a.m. to 7 p.m., excluding Sunday, April 26.</p><p>The District 5 Election Day voting location is McAllen High School, 2021 La Vista Ave.</p><p>Residents can find designated Bicentennial Blvd., with enrollment conducted on the east side of the lobby near the car rental desks.</p><p>Enrollment hours are scheduled Tuesday through Friday from 9 a.m. to 12 p.m. and 1 p.m. to 5 p.m., with a daily closure from 12 p.m. to 1 p.m.</p><p>According to event information, walk-ins are welcome but not guaranteed and will be accepted no later than 30 minutes prior to closing each morning and afternoon session.</p><h3>Enrollment Process</h3><p>The process includes three steps. Texas</strong> &#8212; The City of McAllen reported its lowest crime rate in more than 40 years, with overall crime volume decreasing 10.4 percent and the city&#8217;s crime rate declining 11.4 percent in 2025, according to information presented at the annual Crime Stoppers Luncheon.</p><p>McAllen Police Chief Victor Rodriguez presented the latest crime data and trends to community leaders, highlighting long-term reductions supported by investments, strategic policing and community partnerships.</p><p>According to the data, reported crime in 2025 was lower than totals recorded in 1985. The city has achieved 19 annual crime reductions over the past 23 years. Since reaching a peak of 12,591 offenses in 1995, McAllen has reduced crime by 81.4 percent, with current crime incidence standing at 18.6 percent of that peak.</p><p>A national analysis by MoneyGeek ranked McAllen No. 72 among 300 U.S. cities, placing the city within the top quartile nationwide.</p><p>&#8220;McAllen&#8217;s long term trend tells a clear story of measurable and sustained progress, and our focus has always been on progress, not perception,&#8221; Rodriguez said. &#8220;We have seen sustained reductions in crime over time, and that is the result of proactive policing strategies, strong partnerships, and the trust we&#8217;ve built with our community.&#8221;</p><h3>Public Safety Investments</h3><p>City officials said McAllen&#8217;s public safety strategy combines targeted enforcement, technology and community engagement, supported by continued investment in police services.</p><p>&#8220;Public safety remains a top priority,&#8221; City Manager Isaac J. coordinate and expand citywide programming.</p><p>Jimenez most recently served as deputy director of programs for the McAllen Parks and Recreation Department. City officials said the new department will focus on aligning event strategies across departments to support planning, promotion and collaboration for major community events.</p><h3>Professional background</h3><p>Jimenez brings nearly 20 years of experience in event leadership, budget management, sponsorship development and public engagement, according to the announcement.</p><p>She has contributed to planning and implementation of large-scale events including the McAllen Holiday Parade, McAllen Marathon and the city&#8217;s Independence Day Celebration. C&#225;rdenas for The Texas Tribune</em></p><p><strong>Berenice Garcia, The Texas Tribune</strong></p><p>April 13, 2026</p><p>McAllen TX - &nbsp;In an effort to thwart the possibility of an immigrant detention center opening up in the city, Rio Grande Valley residents confronted the McAllen city commissioners on Monday, demanding their opposition and transparency on the issue.</p><p>&#8220;I want to continue being proud of all that my city does for our community, but for that, we need transparency and we need communication,&#8221; Alexis Saenz, a McAllen resident, told the commissioners. &#8220;I demand you reject public funding, approvals and local resources for ICE.&#8221; </p><p>Saenz was one of nine speakers during McAllen&#8217;s city commission meeting who pushed against the possible Immigration and Customs Enforcement facility. A McAllen warehouse located in an industrial park in McAllen&#8217;s trade corridor, less than five miles from the Anzalduas International Bridge, was included in a list of potential sites that circulated online in February. </p><p>The pushback comes as more residents across the country, including in Texas, are urging their city officials to use their local authority to stop or disincentive ICE&#8217;s use of warehouses for the detainment of immigrants.</p><p>A Dallas-area facility was also among the potential sites. In February, the facility&#8217;s owner, Majestic Realty Co., confirmed it had been contacted about the potential sale of the facility but said it had not and would not enter into any agreement with the U.S. Department of Homeland Security for the use of the building as a detention facility.</p><p>Aside from the location, little is known about ICE&#8217;s plans for the McAllen warehouse. At the end of March, DHS paused the purchase of warehouses as part of a review of contracts signed under former DHS Secretary Kristi Noem.</p><p>DHS did not respond to questions from The Texas Tribune.</p><p>City officials have also not heard from the federal government on a potential facility.</p><p>In a text message to the Tribune, McAllen Mayor Javier Villalobos said he had not heard from anyone on the issue.</p><p>Making elected officials aware and getting them to address the issue publicly is the first step in possibly preventing the ICE facility from moving forward for Isaac Amani Newman, co-founder of For the People Alliance, a civic engagement organization in the Rio Grande Valley. The group rallied residents to speak at the McAllen meeting. They previously mobilized residents to speak out against a potential data center near the city of Harlingen and helped push city officials there to approve a resolution opposing data centers.</p><p>&#8220;We need to know where our city leaders even stand on this to begin with,&#8221; Newman said.</p><p>After the residents made their public comments, city commissioner Rudy Castillo said he had not heard of the issue before the meeting but supported placing an item on the agenda to discuss the potential ICE facility.</p><p>&#8220;I&#8217;m glad people came out,&#8221; Castillo paying fines.</p><p>During the amnesty period, any overdue McAllen Public Library materials returned to an MPL location will have associated fees waived, regardless of how long the items have been checked out.</p><h3>Amnesty Month Details</h3><p>Library officials state the initiative encourages the return of books, DVDs, CDs and other borrowed materials while helping patrons clear outstanding balances on their accounts.</p><p>Items may be returned to any McAllen Public Library location, including Main Library, Lark Branch and Palm View Branch.</p><h3>Theme and Activities</h3><p>This planning</p><p><strong>Staff Report</strong></p><p><strong>McAllen, TX - </strong>A Downtown Strategy Town Hall held March 26 brought residents, business owners and stakeholders together to discuss future planning efforts for downtown McAllen. Concerns over downtown came to attention after several incident involving underage drinking, fights and accidents in the area.</p><p>The city hired Mend Collaborative, a consulting firm specializing in downtown revitalization, to lead the initiative. Discussions focused on developing a long-term strategy that builds on existing assets while addressing current challenges.</p><p>&#8220;This level of engagement speaks volumes on how much our community cares about downtown McAllen,&#8221; said Mayor Javier Villalobos. &#8220;We are committed to listening and working together to support our businesses, honor our history and create a welcoming environment for all.&#8221;</p><p>&#8220;Revitalizing downtown is an ongoing process, that requires attention to basic infrastructure, business support, public safety and community engagement to ensure the district thrives over time&#8221;, said City Manager Isaac J.
