McAllen TX - The McAllen Police Department is accepting applications for the position of police officer, with a civil service entrance examination scheduled for Tuesday, Oct. 13.

Applications became available Friday, Aug. 21, and must be submitted to the City of McAllen Human Resources Department, 1300 Houston Ave., no later than Friday, Sept. 18, at 5 p.m. Applications can be downloaded at www.mcallen.net/advisory-boards/civil-service.

The entrance examination will be administered Oct. 13 at 9 a.m., with registration beginning at 7:30 a.m., at the McAllen Convention Center Ballroom, 700 Convention Center Blvd.

McAllen Police Chief Victor Rodriguez said the opportunity is for individuals who want to serve their community. “When our community calls, police officers answer the call and make every effort to bring comfort, security, and safety,” Rodriguez said. “I encourage anyone who wants to serve and protect the McAllen community to apply.”

The annual base salary for police officers is $67,295, with additional incentive pay and a benefits package including medical, dental and vision insurance, retirement plans, and paid vacation and sick leave following a one-year probationary period. Benefits also include assignment pay and certification pay incentives.

Officers may be assigned to uniform patrol, canine (K-9) unit, motorcycle unit, criminal investigations, or crime scene investigation, according to the department.

Applicants must meet minimum eligibility requirements, including U.S. citizenship, a high school diploma or GED, and a valid driver’s license. Additional requirements are available on the city’s website.

McAllen TX - The McAllen City Commission held a budget workshop Aug. 18, during which city staff recommended maintaining the current tax rate and presented details of the proposed fiscal year budget.

City staff recommended keeping the tax rate at .448989, unchanged from the current rate. Mayor Javier Villalobos confirmed the rate is anticipated to stay the same at this time. There had been discussion of a possible 3-cent increase during previous budget workshops.

Staff said the proposed budget is balanced, with revenue exceeding expenses by roughly $800,000 to $900,000. The overall budget is about $665 million, an increase from the prior year.

Agency Funding

Staff presented recommended general fund agency funding allocations, including $107,000 for Amigos del Valle, $5,000 for Comfort House, $20,000 for the Museum of South Texas History, $10,000 for the McAllen Town Band, $225,000 for the McAllen Symphony Orchestra, $72,000 for the chamber of commerce, $1.1 million for the Boys and Girls Club, $950,000 for the International Museum of Art & Science, $140,000 for the Heritage Center, and $35,000 for CASA.

Staff also presented agency funding recommended out of the McAllen Development Corporation, including $20,000 for Comfort House, $1.1 million for the McAllen Affordable Development Corporation, $100,000 for the Lift Fund, $450,000 for South Texas College’s advanced training and apprenticeship program, $500,000 for South Texas College’s nursing program, $550,000 for VIVA, $200,000 for Nuevo Milenio Clinic, $400,000 for the Boys and Girls Club, $270,000 for Christian’s Manor, and $450,000 for Texas A&M University.

Development Corporation Projects

Staff outlined recurring and new projects funded through the development corporation, including $10,269,000 in rollover projects from the prior year and $7.5 million in agency agreements. New projects recommended for funding include a roundabout on Wisconsin Road at $4.66 million, a new short course driving range at $8 million, a storm sewer outfall project at $650,000, and a $1 million one-time appropriation for equipment at the new University of Texas Rio Grande Valley cancer research center.

Next Steps

Staff said a wrap-up of the budget process, including any changes requested by the commission, will be presented at the Aug. 24 regular city commission workshop. That meeting will also include an initial hearing on the tax rate, requiring a roll call vote. Following that vote, the proposed rate will be published, with final adoption of the budget and tax rate expected at the end of September.

Staff also said additional workshops will be scheduled over the coming months to discuss a debt capacity analysis and a longer-range plan for major capital projects.

McAllen TX - The McAllen City Commission will hold a budget workshop on Wednesday, Aug. 12, 2026, at 4 p.m. at Champion Lakes Golf Course, 2701 S. Ware Road.

The workshop agenda includes a discussion of the Fiscal Year 2026-2027 City of McAllen budget. The commission may also convene in executive session to discuss economic development matters, real property, personnel matters, and legal aspects of contracts.

City Manager Isaac J. Tawil presented a proposed $622 million budget for Fiscal Year 2026-2027 to the McAllen City Commission during two days of budget workshops held Aug. 4 and Aug. 5, 2026, at Champion Lakes Golf Course. The proposed budget represents an increase from last year’s $578 million budget and includes a recommended three-cent increase to the property tax rate, $240 million in capital projects, and five new positions in the general fund with additional enterprise positions under consideration.

Overall Budget and Tax Rate

General fund revenues are projected at $170 million against expenses of $169 million, leaving revenues over expenses of $1.6 million. The general fund ending balance is estimated at $110 million, representing 242 days of working capital, well above the city’s required minimum of 140 days. Each day of working capital equals approximately $465,000 in daily operating costs.

The proposed three-cent property tax rate increase returns the rate closer to pre-CARES Act levels, though still below historical highs. Tawil attributed the need for the increase to state legislative changes that reduced property valuations and expanded exemptions, resulting in a projected year-over-year decrease in revenue — the first such decrease in some time.

Sales tax accounts for approximately 43% of general fund revenue, with total estimated sales tax collections of $103 million. Property tax accounts for approximately 36%. Tawil noted that McAllen’s share of the regional sales tax has declined from approximately 50% in 2006 to about 37% in 2026, though the dollar value of collections has grown significantly over the same period.

Tawil emphasized the budget’s guiding principle of fiscal discipline, noting that the city holds a AA+ credit rating from Fitch, which affirmed the rating this year without requiring an interview.

“McAllen’s budget is our annual declaration of our fiscal discipline, preserves flexibility to invest in our people, our infrastructure and our future,” Tawil said.

The city carries approximately $100 million in debt with an annual debt service obligation of roughly $5 million, which Tawil described as very low relative to the size of the budget.

The proposed operating budget, exclusive of a cost-of-living adjustment, increases by 3.8%. A recommended 3% COLA, if approved, would bring the increase to 4.8%. Departments submitted $21.89 million in requests for additional appropriations; staff recommends $9.1 million as essential. Departments submitted requests for 31 new positions in the general fund; staff recommends five.

Capital Projects

Proposed capital projects total $240 million across all funds, up from $221 million last year. A long-term capital financing plan presentation has been rescheduled to Wednesday, Aug. 12, at Champion Lakes Golf Course at 4 p.m. Downtown investment strategy is not yet budgeted, with the city awaiting consultant recommendations. An FTA grant application of approximately $12 million is in process for downtown sidewalk improvements and related infrastructure.

Public Safety

Approximately 50% of general fund expenditures are dedicated to public safety. The police department budget includes a 3% pay increase per the collective bargaining agreement, a $530,000 IT server upgrade, and additional intersection cameras. The city manager noted the department does not use the Flock license plate reader system. An assessment of sidearms and long-gun upgrades is planned for mid-year.

The fire department faces a significant apparatus replacement challenge, with potentially four to seven trucks requiring replacement within a two-year period at approximately $1 million each. A Section 108 loan will fund one fire apparatus designated to a qualifying area, freeing up depreciation funds to accelerate replacement of additional units. A new fire station south of the city is in planning, with a staffing plan for bifurcation of Station 4 under development.

Fire Chief Juan Gloria addressed the commission on the department’s long-term planning.

“We have come up with a predictive plan for how often and when and what are for replacement and we’re starting to look at other alternative funding sources that we can potentially utilize into the future,” Gloria said.

EMS coverage is expanding from seven units during peak hours to eight, and from four overnight units to five, to address identified gaps in early morning service. Peak demand hours run approximately 5 a.m. to 8 or 9 p.m.

Golf Course

Champion Lakes Golf Course is trending toward another strong financial year. Construction documents for the new golf course are expected within two to four weeks. Phase one will not include a clubhouse, with a two-story building featuring a full-service restaurant planned for phase two. A temporary facility will be used when the course opens to avoid delaying operations.

Convention Center, Performing Arts Center, and Center for Urban Ecology

The convention center carries working capital of $10.66 million against annual expenses of $6.9 million, representing 564 days of operating reserves. The department manages more than 500 events per year across four venues, with more than 30% of attendees traveling 50 miles or more to attend. A new facilities maintenance position is proposed to oversee landscaping and infrastructure across all four venues.

For the Center for Urban Ecology, known as the Q, the budget includes $1.255 million in revenue, approximately $900,000 in appropriations, and five new employees. Opening is expected within the next couple of months. One real estate matter related to the Q was discussed in executive session.

Airport

Miller International Airport is on pace to reach one million passengers for a third consecutive year, the only Rio Grande Valley airport to achieve that milestone. The airport faced challenges this year including cancellation of the Mexico City route, Allegiant’s exit from the LAX market, rising fuel costs, and a 13% reduction in available seats. New routes to Phoenix on American Airlines, launched in June with a 90% load factor in the first month, and to Monterrey partially offset those losses. Airport operating activity is down approximately 8% year-over-year, with the budget request increasing only 1%.

Sanitation

Approximately $400,000 in additional equipment is recommended for the sanitation department, including dumpsters, recycling bins, rolloff containers, and facility improvements at the public works building. The department absorbed growth without adding new positions through software investment and route restructuring.

McAllen TX - The McAllen City Commission held its workshop and regular meeting Monday, Aug. 10, 2026, disapproving a rezoning request for a truck parking operation near residential homes on Buddy Owens Boulevard, approving the 2024 International Fire Code, and advancing general aviation infrastructure improvements at Miller International Airport.

Workshop

The workshop was brief. Commissioners had no questions for staff and the commission recessed immediately into executive session before adjourning.

Rezoning Items

The commission approved five items from the Planning and Zoning Commission’s July 21 meeting without opposition:

• Rezoning from C-3 to C-2 at 3300 S. Jackson, at the intersection of South Jackson and El Rancho Road

• Rezoning from C-3 to R-2 at 251 State Highway 107, west of N. 23rd St.

• Rezoning from C-3 to C-2 at 2517 State Highway 107

• Conditional use permit renewal for a smoke shop at 5212 N. 10th St. at Zenya

• Conditional use permit for a bar at 2022 Nolana Ave., the applicant’s first request

The commission also approved city-initiated rezonings of 212 parcels, bringing the city’s overall transition to the Unified Development Code to 17%.

Buddy Owens Rezoning Disapproved

The commission voted to disapprove a request to rezone property at 4716 Buddy Owens from R-1 to I-1 for use as an 18-wheeler transfer station with overnight layovers and repairs. Planning and Zoning and city staff both recommended disapproval, citing the property’s proximity to residential homes to the north and east.

Kristen West, who owns property directly adjacent to the north, addressed the commission in opposition.

“The property is in violation of its current single-family residential zoning and the property owners are already behaving as if the zoning change has been granted to them,” West said. “They are operating a truck parking club and a truck brokerage out of that property. In doing so, they have caused not only a devaluation of mine and my neighbors’ properties, they’ve caused physical damage to my property as well.”

West described ongoing disruptions including semi-trucks running engines and releasing air brakes at all hours, generators running for refrigerated trailers, tire removal and replacement, and tires being stacked against her fence posts causing structural damage.

“My home has been listed for sale. The feedback that has been received after every single showing is no one wants to live next to that,” West said. “I can’t sell my house. I can’t lease my house. No one wants to live there.”

City staff noted that enforcement actions are already pending at the property in municipal court for operating a business in a residentially zoned area, with those cases held in abeyance pending the outcome of the rezoning request. The city attorney also noted legal concerns with approving the request and recommended disapproval. Because the item carried a negative recommendation from Planning and Zoning, approval would have required a supermajority. The motion to disapprove carried.

MKZ Nightclub Conditional Use Permit Approved for Six Months

The commission removed the MKZ Nightclub conditional use permit item from the table after it had been sent back to Planning and Zoning for further review at a prior meeting. Planning and Zoning returned a recommendation for six-month approval, consistent with how the commission has handled other conditional use permits at locations with prior infractions. The commission approved the six-month permit for the nightclub at 2021 Orchid Ave.

General Aviation Infrastructure Contract Approved

The commission approved a contract for study, design, and bidding services for general aviation infrastructure improvements at Miller International Airport, including an extended general aviation ramp, utilities, and taxiway connector on the currently vacant west side of Tenth Street south of Cascade Park.

Staff said the project will strengthen disaster resilience and emergency response infrastructure, address capacity constraints, improve efficiency for international general aviation operations through the Federal Inspection Station, and enable long-term economic growth. The contract is funded 90% by FAA grant funds and 10% by passenger facility charges.

2024 International Fire Code Adopted

The commission approved an ordinance adopting the 2024 International Fire Code, replacing a previous edition. Fire Department staff said the updated code includes provisions to improve fire protection requirements, address emerging technologies and hazards, and clarify existing code provisions, ensuring consistency with nationally recognized fire safety standards.

Consent Agenda

The commission approved consent agenda items A through H, with item 2B tabled and items D and N pulled for questions. Item 2B, a contract for airport firefighting apparatus, was tabled while staff works to resolve funding issues. Items D and N were approved after commissioners raised questions about warranty coverage on the McAllen Creative Incubator AC repair contract and the scope of engineering inspection services for the FM2220 Ware Road Underpass project.

Variances

• The commission approved a cul-de-sac variance for a gated community development.

• The commission approved a variance not to provide an east-west collector street at S. 10th Street north of Military Highway, where staff noted the collector would dead-end into a curve.

• A sidewalk variance request for a development near S. 10th Street was tabled after commissioners raised concerns about consistency with surrounding developments that had been required to provide sidewalks.

Board Appointments

The commission approved board and committee assignments for Commissioner Fallek, including the Convention Center food and beverage, downtown improvement, the IMAS Board and joint city and school committee. Commissioner Rios was assigned to the McAllen Chamber of Commerce board.

Future Agenda Items

City Manager Isaac J. Tawil announced a final budget workshop scheduled for Wednesday at 4 p.m. at the golf course. He also noted that the next regular meeting workshop in two weeks will feature a presentation of results from a recent community survey.

Executive Session

The commission authorized the city manager and city attorney to proceed as described in executive session on item 8A regarding legal aspects of contracts.

“Real Conversations gives us the opportunity to hear directly from the people whose experiences, accomplishments and service help define McAllen,” Villalobos said. “By sharing these stories, we recognize the dedication of those who make a difference and remind residents of the many ways we can learn from one another.”

Director of Communications Irma Chapa said the series reflects the Office of Communications’ broader mission.

McAllen TX - The McAllen Fire Department graduated six new firefighters during the Academy Class 25 Alpha ceremony, welcoming them into the department following a nine-month training program.

The graduates completed classroom instruction, hands-on training, and emergency response scenarios, earning certifications as Structural Firefighters, Driver-Operators, and EMT-Basics.

City Manager Isaac J. Tawil addressed the significance of the occasion.

“The people of McAllen may never know these firefighters’ names, but they will remember the difference they made when they needed help most,” Tawil said. “In moments of uncertainty, our firefighters provide more than emergency response; they provide reassurance, compassion, and hope. Academy Class 25 Alpha has earned the trust and responsibility that comes with wearing this uniform, and we are proud to welcome them to a department built on excellence, integrity, and service.”

Fire Chief Juan A. Gloria reflected on what the academy develops beyond technical skills.

“The academy teaches skills, but becoming a firefighter is about developing the character to lead under pressure, make difficult decisions, and serve others without hesitation,” Gloria said. “Academy Class 25 Alpha has earned that responsibility through months of relentless training and unwavering determination. Today, they officially become part of our fire family, and I couldn’t be prouder.”

McAllen TX - The McAllen City Commission held its regular meeting Monday, July 13, 2026, taking action on a Texas Film Friendly certification, a golf course engineering contract, multiple infrastructure projects, and two conditional use permit matters that drew separate consideration due to prior enforcement actions.

Texas Film Friendly Certification

The commission received the city’s Texas Film Friendly certification, presented by Jose Lopez, regional representative for South Texas with the Texas Economic Development and Tourism Office of the Governor, who recognized Vice President of Visit McAllen Leigh Wooldridge for her work in the certification process.

“Thank you for the mayor, the members of the council, and the city stakeholders for their support for realizing this exciting initiative for the city of McAllen,” Lopez said. “You join over 200 communities across the state and have positioned McAllen to provide media productions with an increased assurance that McAllen is industry savvy and serious about welcoming their business to your community.”

Lopez noted that the Texas Film Commission was created in 1971 and that between 2007 and 2025, the Texas Moving Image Industry Incentive Program contracted $2.9 billion in local spending and created more than 223,000 production jobs across the state. He highlighted several McAllen signature locations now positioned for film production, including the McAllen Performing Arts Center, McAllen Creative Incubator, Downtown McAllen, and Cine El Rey.

McAllen Chamber of Commerce incoming chairman Daniel Clark addressed the commission on the economic significance of the designation.

“This designation is more than a title. It’s a signal to the film industry that McAllen is open, organized, and ready to work,” Clark said. “The governor’s office doesn’t hand out Film Friendly Texas status lightly. It means our city and our partners have met a standard producers can count on. Every production that comes to McAllen doesn’t just bring cameras. It brings hotel stays, restaurant tabs, equipment rentals, catering contracts, local hires on crew, and direct dollars into small businesses.”

Clark announced that Visit McAllen will serve as the single point of contact for all film production inquiries, coordinating locations, permits, and logistics.

“Going forward, every filmmaker who wants to shoot in McAllen has one door to knock on,” Clark said. “This matters because it lowers the barrier for production to choose us over another city. And when they choose McAllen, the impact isn’t abstract. It’s the taco stand near the shoot location. It’s the hardware store renting out all that equipment. And it’s the local actors and crew getting on-set experience that they’d otherwise have to leave the Rio Grande Valley for.”

Parks and Recreation Month Proclamation

Commissioner Rolando “Roli” Rios presented a proclamation declaring July 2026 as National Parks and Recreation Month, recognizing July 17 as Parks and Recreation Professionals Day. The proclamation noted that McAllen has 101 parks, recreation facilities, and green spaces spanning pools, trails, community centers, and sports facilities.

Parks and Recreation Director Denny A. Meline accepted the proclamation on behalf of his department and staff.

“Parks and Recreation brings us together, strengthens our health and well-being, and builds more resilient, connected communities,” Meline said. “Throughout the month, we’re celebrating the many ways parks and recreation reveals the power of what connects us — the power of connection, the power of play, the power of community, the power of nature, the power of belonging, and the power of well-being.”

Meline thanked the city’s Office of Communications, led by Director Irma Chapa, for assisting with a video highlighting the department’s work.

Public Hearings and Rezonings

The commission approved the following routine rezoning and conditional use permit items, all carrying favorable recommendations from the Planning and Zoning Commission:

• Rezoning from C-3 to C-2 at 6100 N. 10th St., south of Martin Avenue

• Rezoning from R-1 to C-1 at 4117 N. Ware Road at Ware and Primrose

• Conditional use permit for a vape shop at 7913 N. 10th St., Suite 170

• Conditional use permit for a nightclub, Santa Diabla, at 1704 Dallas Ave.

• City-initiated rezonings of 237 parcels as part of the ongoing transition to the Unified Development Code, now 44% complete

One commissioner abstained from items 1, 2, and 8 without stating the reason on the record.

Bar Alibi Conditional Use Permit — Six Months Only

The commission considered separately a conditional use permit for Bar Alibi, a nightclub seeking to relocate from 209 to 211 S. 17th St. downtown. City staff flagged issues with the application discovered after it had been reviewed by the Planning and Zoning Commission.

Mayor Javier Villalobos noted the establishment’s history with the city.

“This is one of the establishments that we were forced to file litigation against in response to some of the egregious behavior and what was formerly known as the ECOD,” Villalobos said. “I would request or recommend that this conditional use permit be for no longer than six months given recent litigation.”

Villalobos added that the establishment could return for renewal if it demonstrated compliance during that period. The commission approved the conditional use permit for six months.

MK’z Nightclub — No Action, Returned to Planning and Zoning

The commission took no action on a conditional use permit for MK’z Nightclub at 2021 Orchid Ave. City staff reported that subsequent to the item being placed on the agenda, additional enforcement actions came to light that the Planning and Zoning Commission had not been made aware of. Staff initially recommended outright disapproval, but the commission instead opted to return the item to the Planning and Zoning Commission for further review before any action is taken.

Alcoholic Beverage Code Variance

The commission approved a variance from the city’s Alcoholic Beverage Code distance requirement for a property at 1400 Savannah Ave., at the corner of South Main and Savannah west of the mall. Staff recommended approval given that the property’s primary use will be a restaurant.

Consent Agenda

The commission approved consent agenda items A through H, with item 2F pulled for separate consideration. Item 2F, a budget amendment for the FM2220 Ware Road Pedestrian Crossing, was approved after the mayor noted the project will be reimbursed by the Texas Department of Transportation upon completion, with an estimated 20% local match.

Bids and Contracts

The commission approved a lease agreement for El Muchachito Alegre Mariscos Express LLC at the Downtown Parking Garage Food Court. A commissioner asked whether the garage has adequate exterior signage to inform the public about businesses operating inside. City staff acknowledged there is some signage in place and said improvements are being explored.

For the new golf course improvements, the commission awarded a professional engineering services contract to Cruz Hogan Consultants Inc. of McAllen in the amount of $316,257. Staff noted the firm was selected from the city’s engineering rotation and is already familiar with the site. The scope of services includes design of potable water, sanitary, drainage, channel grading, and reclaimed water distribution systems.

For the FM2220 Ware Road Underpass Trail Passing project, the commission approved two companion items: a construction engineering and inspection services agreement with B2Z Engineering LLC in the amount of $624,915.44, and a construction contract with Go Underground. Staff noted the firm has prior experience with the city on comparable projects.

“No doubt it is a difficult project,” a city staff member said. “It’ll be challenging and we’ll have our eyes on this project.”

For the 1st Street at Beaumont Avenue drainage improvements, the commission awarded a contract to 2GS Earthworks Enterprise of Bonita, Texas, in the amount of $177,233.50. The project includes approximately 300 linear feet of new slotted drain system and concrete laydown curb and gutter with associated pavement reconstruction, as well as 325 linear feet of valley reconstruction. The contract time is not to exceed 45 days from issuance of the notice to proceed.

Ordinances

The commission approved a budget amendment for FM2220 landscape medians, which had been previously workshopped and approved by the development corporation. Staff noted the design calls for pavers in certain segments with isolated landscaping rather than full-length landscaping, to help control costs.

The commission also approved the Fiscal Year 2026-2027 Annual Action Plan for the Community Development Block Grant and HOME Investment Partnerships programs. A city staff member reported that 44 applications were received requesting $4.9 million in funding, while total available funding was approximately $2.1 million. The committee reviewed applications based on project readiness, performance history, reporting compliance, number of residents served, and community impact.

City Manager Isaac J. Tawil used the discussion to foreshadow a broader conversation during the upcoming budget process about how the city funds nonprofit agencies.

“We have historically funded the same agencies, the same amount of money year after year, for sometimes decades,” Tawil said. “One of the things that I am going to encourage us to do is think about whether we want to remain, in a lot of cases, the revenue source that funds the entire operation of a lot of these organizations, and whether we need to be encouraging them to independently seek grant funding or to fund raise through other means — not because I don’t want to continue funding them, but because I want to give other agencies an opportunity to come and start and use the same resources.”

Tawil also praised the community development committee for its work. “They pour tirelessly through applications, consider very carefully the allocations of where very limited resources go, and work very hard. The community really owes you a debt of gratitude for the thoughtfulness that you put into the recommendations that you make.”

Resolutions

The commission approved a resolution authorizing an application to the HUD Section 108 Loan Guarantee Program, which had been presented during the workshop earlier that evening.

The commission also approved a resolution supporting the Texas Department of Transportation’s removal of the pedestrian overpass bridge at 23rd Street between Fresno and Erie avenues. Staff described the structure as unkempt, unsightly, and potentially unsafe, noting it was originally built to serve a school that no longer operates at that location and that the overpass had been the subject of social media attention in recent months.

Variances

The commission approved a variance waiving right-of-way dedication for South 2nd Street for the proposed 7-Eleven McAllen Subdivision at 201 Dallas Ave. Staff noted the city currently has 80 feet of right-of-way and that acquiring additional right-of-way from recorded lots to the north and a reserve to the south was not practical.

Item 6B, which had included a companion request, was withdrawn. The commission approved a separate variance for the Hidden Groves Subdivision at 8601 N. 2nd St., allowing sidewalks to be waived on the east side perimeter and north boundary of the gated community, where sidewalks would not connect to any public path.

The commission also approved a variance to reduce the cul-de-sac right-of-way width from 116 feet to 100 feet along Jonquil Avenue for the Villas at Jonquil Subdivision at 512 Jonquil Ave. Staff noted the reduced width still accommodates 96 feet of fire access paving and a 10-foot sidewalk and utility easement.

Advisory Board Appointments

The commission approved the following advisory board appointments: Laura McCurry Pledo to the Friends of Quinta Mazatlan board, nominated by Mayor Villalobos; Gina Karam Milin to the Convention Center Advisory Board, Amanda Gomez to the Planning and Zoning Commission, and George Khan to the Traffic Advisory Board, all nominated by Commissioner Felix. Commissioner Rios was nominated to the Palm Valley board and insurance committee, and Commissioner Kisaka to the TML Region 12 Advisory Board.

Future Agenda Items

A commissioner requested an executive session summary on the status of all 380 agreements, including progress and fulfillments, noting the last such summary was provided two to three years ago. City Manager Tawil committed to providing the update at the next meeting.

McAllen TX - Community leaders, elected officials, and international dignitaries gathered Friday to commemorate the 100th Anniversary of the McAllen-Hidalgo International Bridge, marking a century of cross-border connection, commerce, and cultural exchange between the United States and Mexico.

The ceremony opened with an invocation from Supervisory U.S. Customs and Border Protection Chaplain Adan Guajardo. Speakers included McAllen Mayor Javier Villalobos, Hidalgo Mayor Sergio Coronado, Reynosa Mayor Carlos Peña Ortiz, Texas State Senator Juan “Chuy” Hinojosa, and City of McAllen Assistant City Manager and Superintendent of Bridges Juan Olaguibel.

Senator Hinojosa recognized the bridge’s role in supporting regional commerce and strengthening connections between South Texas and Mexico, while Olaguibel spoke to its continued function as a vital gateway for transportation, trade, and economic activity.

The McAllen-Hidalgo International Bridge opened in 1926 and has since served as a port of entry connecting families, supporting businesses, and facilitating the movement of goods across the border.

MCALLEN TX - The City of McAllen recorded its lowest crime levels in 40 years in 2025, with crime volume declining 20.4% and the crime rate dropping 21.4% compared to 2024, according to newly released data from the Texas Department of Public Safety Uniform Crime Reporting Program.

The data also shows that McAllen has reduced crime approximately 81.4% from its crime high in 1995.

McAllen’s Crime Rate decreased 21.4% during 2025 when compared to McAllen’s 2024 Crime Rate.

McAllen’s Crime Volume, the actual number of cases, decreased 20.4% during 2025 when compared to McAllen’s 2024 Crime Volume.

McAllen TX – The Center for Advanced Training and Apprenticeships (CATA) at South Texas College is assisting employees gain valuable workplace credentials through a specialized heavy equipment program developed with McAllen Public Utilities.

Supported through funding from the North American Development (NAD) Bank and Trust for the Americas, CATA’s Heavy Equipment Operator with Specialization in Backhoe program provides utility employees with industry-focused training designed to strengthen safety awareness, improve operational skills and prepare participants for certification in equipment operation.

According to Marisol Chavez, CATA manager, the collaboration highlights STC’s commitment to supporting workforce development efforts that directly benefit the region’s public infrastructure and utility services.

As demand continues to grow for skilled equipment operators across industries, Chavez said the partnership with MPU demonstrates how targeted workforce training can create immediate benefits for employers while opening new opportunities for employees.

“This is an opportunity to provide employees with specialized skills that can immediately impact their work while also helping them advance professionally,” Chavez said. “This program combines classroom learning with practical experience, allowing participants to build confidence and competency by operating equipment they use in the field.”

The Heavy Equipment training program is a 25-hour course that combines classroom instruction with hands-on training that covers equipment operation, site assessment, precision excavation techniques, safety procedures and performance metrics.

By combining industry expertise, community partnerships and hands-on learning, Chavez said the program is helping utility workers gain credentials that support both personal advancement and the continued delivery of essential public services throughout the region.

The first cohort consisting of nine employees completed training on June 18 at the McAllen Utility Facility. A second cohort of 10 employees is scheduled to complete training later this month.

For Juan Barron, a crew leader with McAllen Public Utilities, the training represents an important step in expanding his professional qualifications and preparing the next generation of workers.

“I started as a wastewater operator, then became a mechanic, now I’m a crew leader,” Barron said. “We use backhoes regularly and while we have had training before, this course gives us a certification. That certification counts because it makes me more marketable and helps me become a better trainer for new employees.”

Barron said the credential provides additional opportunities for career growth while strengthening the department’s workforce.

“The certification is going to help me learn and compete more in this industry,” he said. “It gives me the tools to continue developing my skills and share that knowledge with others.”

Fabian Diaz, an operator with McAllen Public Utilities who has worked in municipalities for nearly three years, said the training directly applies to daily operation.

“We use backhoes to dig trenches and access underground water and wastewater lines,” Diaz said. “It’s really helpful to have these additional skills because there is always something you can do with a backhoe.”

Diaz said the course has helped him develop practical skills including trenching, leveling ground, moving material and restoring work sites after repairs are completed.

“The instructor works with you one-on-one and helps correct mistakes so can continue improving,” he said. “These are skills I can take with me for the future and use throughout my career.”

McAllenTX - The McAllen City Commission held a workshop and regular meeting Monday, June 22, 2026, covering a proposed park expansion near the Lark Community Center, an update on terminal expansion plans at Miller International Airport, recognition of the city secretary’s office, a proclamation marking the nation’s 250th anniversary of independence, and several action items.

Workshop: Lark Community Center Park Expansion

Parks and Recreation Director Denny A. Meline presented conceptual designs for a new park on approximately 32 gross acres, or 26 net acres, acquired north of the Lark Community Center. The property is divided into a 19-acre west plat and a 7-acre east plat by a drainage ditch, with about six acres of adjacent land not purchased by the city designated for retail along 23rd Street.

Meline told commissioners the conceptual design grew out of discussions held in 2023 and 2025 and reflects recommendations from the city’s updated 2023 master plan, as well as input from city commissioners on amenities they would like to see.

“Thank you for allowing me to present this new vision for McAllen,” Meline said. “Today’s workshop goes back. We actually met in 2023 and then in 2025 to bring a conceptual design of a new vision for McAllen.”

The conceptual layout, which Meline noted is not to scale, includes the following proposed amenities:

• A recreation center of approximately 40,000 square feet, featuring four basketball courts, eight volleyball courts, a 10,000-square-foot synthetic turf area with batting cages, a climbing wall, pickleball courts, spectator seating, locker rooms, and a small conference room

• An aquatic complex with a lazy river, children’s play area, an eight-lane 50-meter pool with four lanes of 25 meters, cabana seating, and shade structures

• A 12- to 16-court tennis center with championship seating, designed for tournament and open play

• An 18-hole miniature golf course on less than one acre using synthetic turf, with a staffed facility building

• A dog park with decomposed granite and synthetic turf amenities for both large and small dogs

• An open green space with a small stage, synthetic turf with field markings for informal play, in-ground trampolines, and water fountains

• A splash pad, playground area, and ninja warrior course

• Sculptures and butterfly gardens with native plantings

• A perimeter walking trail

• Approximately 500 parking spaces

• Decorative steel fencing, LED lighting, wayfinding signage, and plaza gathering space

City Manager Isaac J. Tawil noted that the park property to the south, adjacent to the existing Lark Community Center, could also be incorporated into the overall vision and that not all amenities need to be confined to the newly acquired acreage.

Commissioners offered feedback during the presentation. One commissioner praised the plan but cautioned against overcrowding the site.

“I would just caution about maybe trying to fit too much in and making sure that you’re providing enough space for each of the different components so that it’s not a 50-50 experience for any one of the components,” the commissioner said.

Commissioners also raised questions and suggestions including:

• Adding a perimeter running trail, which Meline confirmed is included in the plan

• Incorporating a bus stop and improving walkability and bike lane access to the site

• Considering naming rights and sponsorships for the sculpture garden

• Evaluating long-term maintenance costs, particularly for the lazy river and miniature golf course

• Exploring the possibility of retrofitting some tennis courts for pickleball competition use

• Maximizing the eight-lane pool for potential tournament use, including seating capacity that could attract events such as the Games of Texas

Tawil said design funding will be included in the upcoming budget and that construction cost estimates will follow once conceptual drawings are developed.

Separately, Meline noted that five pickleball courts are planned for installation at McAllen Youth Baseball Complex, utilizing green space near the Miracle Field. That project has already received city manager approval.

Workshop: Miller International Airport Terminal Expansion

The commission received an update on terminal expansion plans at Miller International Airport. The airport’s director of aviation, Jeremy Santoscoy, presented findings from a terminal capacity study initiated in 2024 following what he described as the largest growth period in the airport’s history.

The proposed expansion includes:

• Four additional gates, bringing the total to 10

• Approximately 114,000 square feet of new construction, with a priority phase of about 80,000 square feet

• Expanded baggage claim area

• Additional restrooms pre- and post-security

• A new concourse with gate lounges and concession spaces

• Expansion of the mechanical room on the east side

• A future security checkpoint expanded from three to five lanes

• Replacement of existing bomb detection equipment in phases

• Decoupling of the shared jet bridge currently serving two gates simultaneously

The design team reduced the original footprint by approximately 10,000 square feet by scaling back concession spaces and exploring interior expansion of the ticketing lobby rather than building outward to the west.

Three facade options were presented for a central terminal renovation described as a “wow factor”:

• Option 1: Large windows, expansive glazing, a raised roofline, and weathering steel exterior, removing the existing tower, described as the most visually striking option

• Option 2: A scaled-back version that raises the roof and removes the tower but with a lower ceiling height on the north-facing expansion

• Option 3: Minimal exterior changes, maintaining the existing building’s appearance while still adding interior capacity

Commissioners responded favorably to Option 1. The presenter noted that the wow factor costs would not be eligible for FAA funding, which covers 90% of eligible terminal expenses with a 10% local match.

On parking, the presenter reported that newly approved lots will add approximately 230 spaces, bringing the total to more than 1,600 stalls across short-term, long-term, and employee lots. A new lot of 197 public stalls west of the terminal will include a bus stop. The presenter noted that surface parking costs approximately $4,000 per stall compared to $14,000 to $17,000 per stall for a structured parking garage.

Discussion of the Federal Inspection Station relocation and rental car facility was deferred to executive session.

Regular Meeting: America 250 Proclamation and July 4th Events

At the regular meeting, Commissioner Joaquin Samora presented a proclamation recognizing July 4, 2026, as the 250th Anniversary of American Independence, also referred to as the semiquincentennial.

Parks and Recreation staff outlined the following schedule for McAllen’s July 4th celebration, described as the city’s 98th Independence Day celebration:

• 7 a.m. - 4K Independence Run

• 8 a.m. - Patriotic program on Main Street

• 9 a.m. - Independence Day Parade

• 10 a.m. to 2 p.m. - Freedom Festival at Archer Park

• 10 a.m. - Daughters of the American Revolution rock dedication and wreath laying ceremony marking the 250th anniversary

• 1 to 4 p.m. - Aquatica Extravaganza at the municipal pool

• 5 p.m. - Reading of the Declaration of Independence at Municipal Park

• 6 to 10 p.m. - Concert in the Sky with live entertainment, family activities, and a fireworks finale

Mara Lee Moats, regent of the Rio Grande Chapter of the National Society Daughters of the American Revolution, addressed the commission and expressed gratitude to Mayor Javier Villalobos, the City Commission, and Parks and Recreation staff for planning events for the occasion.

Parks and Recreation staff also announced a liberty tree planting at Municipal Park scheduled for July 1, 2026, at 10 a.m.

Regular Meeting: City Secretary’s Office Honored

City Manager Tawil announced that City Secretary Perla Lara and her office received the Municipal Clerks Achievement of Excellence Award from the Texas Municipal Clerks Association. McAllen was one of 42 cities out of more than 1,200 in Texas to receive the recognition.

“People don’t realize how busy the city secretary’s office is on a daily basis,” Tawil said. “To be one of 42 out of over 1,200 is quite an accomplishment, and we are very, very proud of that office.”

Lara accepted the award before the commission.

“This recognition reflects the dedication and professionalism of our team,” Lara said. “Each day, they uphold the highest standards in records management, conducting elections, public information records, open meetings, and they support our boards and commissions.”

Regular Meeting: Rezoning Approvals

The commission approved the following rezoning items, which had previously gone before the Planning and Zoning Commission on June 2:

• M2 to R2 at 11401 N. 10th St., south of State Highway 107

• C3L to R3A at 2315 S. McCall, north of Yuma

• Conditional use permit for a church at 2100 Fir Ave., between N. 21st and N. 22nd streets

• Conditional use permit for a welding shop at 601 E. Beaumont, south of Business 83

• City-initiated rezoning of 251 parcels

The commission also approved an amendment to the city’s zoning ordinance.

• Award of a professional services contract to Halff and Associates for a hydrologic analysis related to the McAllen new golf course, in the amount of $110,500
