Performing Arts Center, 801 Convention Center Blvd., to recognize firefighters, staff, and retirees for outstanding service, leadership, and professional achievement.</p><p>Doors open at 5 p.m., with the program beginning at 5:30 p.m. Attire is business casual.</p><p>The event will be attended by the City Commission, City Manager Isaac J. Tawil, Fire Chief Juan Gloria, and department leadership staff.</p><p>In 2025, the department responded to more than 7,000 calls for service, supported by 182 firefighters and 25 civilian staff The award recognizes her more than three decades of public service and her commitment to ethical leadership, mentorship, transparency, and community stewardship. Rivera has served as a TCMA trainer, conference presenter, and advocate for ethical decision-making in local government, and has contributed to ethics training and educational programs for elected officials and community leaders.</p><p>&#8220;Michelle embodies the highest standards of public service and demonstrates a people first approach to leadership,&#8221; City Manager Ike Tawil said. &#8220;Her dedication to integrity and mentorship has positively impacted countless employees, elected officials, and residents. This recognition is a reflection of the values she brings to our organization every day.&#8221;</p><p><strong>Communications Office Earns Gold Award</strong></p><p>The City of McAllen Office of Communications received a Gold Award from the Texas Association of Municipal Information Officers during its annual conference held June 3 in Austin, Texas.</p><p>The award recognized a video storytelling campaign produced in partnership with Quinta Mazatl&#225;n for Nativa Plant Month, an initiative designed to encourage the use of native plants, environmental stewardship, and sustainable landscaping practices. The campaign featured educational videos and community outreach efforts highlighting native plant species and their environmental benefits.</p><p>&#8220;This recognition reflects the collective work of the Office of Communications and our partnerships with all 41 City departments to share the stories, programs, initiatives, events, and public service campaigns that make a meaningful difference in the lives of residents,&#8221; said Irma Chapa, Director of Communications. &#8220;Every award is a testament to the collaboration, creativity, and commitment of our team and the departments we TX</h5><p><strong>Arnoldo Mata</strong></p><p><strong>McAllen TX -</strong> The McAllen City Commission held its regular meeting Monday, June 8, 2026, with the most substantive discussion centering on a variance request that raised broader questions about how the city notifies adjacent property owners when development decisions affect their land. The commission also awarded a new auditing contract, approved several drainage and infrastructure items, proclaimed a powerlifting state champion, and named a new library foundation.</p><p><strong>Variance Tabled: Adjacent Property Owner Notification</strong></p><p>The commission tabled a variance request for the proposed Hernandez Acres Subdivision at 14601 N. Trosper Road after a pointed exchange about whether neighboring property owners should be notified when a variance effectively shifts a development obligation onto their land.</p><p>The applicant was seeking relief from providing a required east-west quarter-mile collector street. City planning staff presented a compromise: instead of requiring the developer to dedicate 60 feet of right-of-way through the middle of the property, the city would accept 30 feet along the north property line, with the expectation that the adjacent property owner to the north would provide the remaining 30 feet when their land is eventually developed.</p><p>One commissioner immediately raised a concern. &#8220;When these variances are given and you&#8217;re moving it like that to where the adjacent property owner is then under an obligation to provide that as well, is there any notice given to the adjacent property owners?&#8221; the commissioner asked.</p><p>Staff acknowledged there was not. &#8220;It&#8217;s just one of those development-driven things,&#8221; staff replied.</p><p>&#8220;I don&#8217;t like variances when they affect somebody else, or it&#8217;s gonna cost our residents in the future,&#8221; the commissioner said.</p><p>Another commissioner agreed. &#8220;We can&#8217;t benefit somebody at the detriment of somebody else, and that&#8217;s really what we&#8217;d be doing without them knowing what we&#8217;re doing.&#8221;</p><p>The city attorney weighed in, noting that while there are statutory notice requirements for variance applications, those notices do not necessarily convey the specific outcome of negotiations or how the city&#8217;s decision might affect neighboring parcels. &#8220;The notice requirements under the local government code require us to provide notice that a variance has been applied for and the property owner has the right to respond,&#8221; the attorney said. &#8220;But they don&#8217;t know what the conversation is going to be or what the net effect of the decision will have on them.&#8221;</p><p>Commissioners acknowledged the adjacent property owner might actually benefit from eventually having a street, but felt the principle of transparency still required outreach. &#8220;I still think he should know,&#8221; one commissioner said.</p><p>The city attorney offered to explore whether additional language could be incorporated into variance notices going forward. &#8220;Certainly no harm in offering some additional transparency. We&#8217;ll see if we can work on a process to accomplish that,&#8221; the attorney said.</p><p>The commission voted to table the item to allow staff time to contact the adjacent property owner before any decision is made.</p><p><strong>J&amp;A Ranch Variance: North-South Collector Denied</strong></p><p>A related variance debate played out on a separate item at 11505 N. Bryan Road, where the commission approved two of three requested variances but denied relief from providing a required north-south collector street.</p><p>One commissioner raised long-term concerns about the city&#8217;s thoroughfare plan in the rapidly developing northwest McAllen corridor. &#8220;On our thoroughfare plan, you know, which is all those nice squared-out black lines on northwest McAllen, we&#8217;re gonna start binding ourselves if we don&#8217;t give the right of way,&#8221; the commissioner said, invoking a decades-old cautionary example. &#8220;I keep having these images from the &#8216;80s and early &#8216;90s of 29th Street between Daffodil and Vine, where the big transmission poles are and part of the street was curved and part was not. And that&#8217;s where there was a disconnect in terms of right of way.&#8221;</p><p>The commissioner added that given development pressure in the area, the city should think ahead. &#8220;This area looks like it&#8217;s starting to get populated and subdivided. Let&#8217;s not put ourselves in a box.&#8221; The commission approved variances one and three, waiving the required commercial alley in favor of a service drive and approving the block length, while denying variance two, preserving the north-south collector requirement.</p><p><strong>Auditing Contract Awarded to Local Firm</strong></p><p>The commission unanimously approved a five-year auditing services contract for fiscal years 2026 through 2030 to Burton, McCumber &amp; Longoria, replacing Weaver, which had been extended for an extra year due to delays in the city&#8217;s ERP implementation.</p><p>City staff noted that six firms submitted proposals and that Burton, McCumber &amp; Longoria scored highest overall across all evaluation categories. &#8220;Their fees were the most competitive,&#8221; staff confirmed, while noting price was one of several weighted factors rather than the sole determinant.</p><p>Commissioner Zamora, who sits on the Audit Investment Committee, asked specifically during that body&#8217;s review whether the firm had municipal government experience. Staff confirmed the firm has worked with Hidalgo County and other large public entities in the area, as well as local school districts.</p><p>City Manager Isaac J. Tawil noted the city makes a practice of rotating audit firms to ensure fresh eyes on the financials. &#8220;We do every couple of years try to rotate those services so there&#8217;s always fresh eyes looking at our financials,&#8221; staff explained. The Audit Investment Committee voted unanimously to recommend the award.</p><p><strong>Gustavo Escandon Day Proclaimed</strong></p><p>Commissioner Tony Aguirre read a proclamation declaring Gustavo Escandon Day in honor of the McAllen Memorial High School senior who became the school&#8217;s first-ever male powerlifting state champion at the Texas High School Powerlifting Association State Championship in Abilene.</p><p>Competing in the 198-pound division, Escandon posted a championship total of 1,735 pounds &#8212; 675 in squats, 425 in bench press, and 635 in deadlift &#8212; and was named Outstanding Deadlift Lifter of the State of Texas. Over three years, he set school records in the 242-pound, 220-pound, and 198-pound divisions while also competing in football and track and field.</p><p>&#8220;Having the academic and athletic ability, it&#8217;s challenging, and it takes that commitment, and that&#8217;s what we&#8217;re all about in this community,&#8221; Commissioner Aguirre said before reading the proclamation.</p><p><strong>Drainage Contract Awarded</strong></p><p>The commission approved a $364,886.34 contract to Global Construction of McAllen for the Lindberg Avenue and 6th Street Drainage Improvement Project, with a contract time of 90 days. The project includes approximately 500 linear feet of 15-inch slotted drain, 1,450 linear feet of 15-inch storm pipe, 2,135 feet of 18-inch curb and gutter replacement, and associated pavement, driveway, and sidewalk work. Engineer of record Meldon &amp; Hunt and city staff recommended the award to the lowest responsible bidder after conducting due diligence on the contractor&#8217;s prior performance.</p><p><strong>FM2220 Underground Trail Passing</strong></p><p>The commission authorized staff to negotiate scope and fees with B2Z Engineering of Mission, Texas, for construction engineering inspection services for the FM2220 underground trail passing project, an underpass approximately 300 feet north of Houston Avenue that will provide pedestrian connectivity between the McAllen Convention Center and West Side Park.</p><p><strong>Additional Variance Actions</strong></p><p>Two variances were approved for the proposed Alhambra on 10th Phase II Subdivision at 11401 N. 10th St., a 67-lot residential development. The commission approved a reduced internal road right-of-way of 50 feet in lieu of 60 and a block length variance, both recommended by Planning and Zoning.</p><p>For the Ballesteros Subdivision at 2201 S. Bentsen Road, a three-lot residential development, the commission approved variances for reduced right-of-way dedication on South Bentsen Road and for not providing sidewalks on the south side of the interior street, but denied the variance for the cul-de-sac requirement, directing the developer to modify the last lot to comply with the fire access paving standard.</p><p>For the Quinta Mazatlan development at 2801 S. 10th St., the commission approved two variances, reduced right-of-way dedication on South 10th Street and permission to develop a lot without direct frontage on a public street. Staff noted South 10th is already at maximum build-out width in that stretch and does not anticipate further expansion.</p><p><strong>Utility Easement Abandoned</strong></p><p>The commission approved an ordinance abandoning a 10-foot utility easement at 7901 N. 10th St. within the District Phase I Subdivision. Mayor Javier Villalobos moved things along briskly. &#8220;I&#8217;d like to get rid of easements,&#8221; he said before calling for the motion.</p><p><strong>McAllen Public Library Foundation Named</strong></p><p>The commission approved the name McAllen Public Library Foundation for the city&#8217;s new library foundation, which will pursue sponsorships to provide scholarships for students lacking funding to pursue higher education. Library Director Kate presented the recommendation. &#8220;Can&#8217;t get any clearer than that one: McAllen Public Library Foundation,&#8221; Mayor Villalobos said before the vote.</p><p>Tawil took a moment to recognize the library director&#8217;s work. &#8220;Kate has done a tremendous job at our McAllen Library. The library has been really busy,&#8221; Tawil said.</p><p><strong>Quarterly Investment Report Accepted</strong></p><p>The commission accepted the quarterly investment report for the quarter ending March 31, 2026. The city&#8217;s portfolio had an ending book value of $485,113,723 and a weighted average yield to maturity of 3.86%. The report was reviewed and recommended by the Audit Investment Committee on June 3.</p><p>City Manager Tawil commended the finance team. &#8220;Sonia and her team downstairs in finance have done a really good job. We are being much more active in paying attention to cash flow needs and making sure that we are taking advantage of interest rates that exist today, for fear that they may change in the near future,&#8221; Tawil said. &#8220;They&#8217;ve got us well ahead of where we thought we would be right now with investment income.&#8221;</p><p><strong>Advisory Board Appointments</strong></p><p>The commission approved a slate of advisory board appointments. Commissioner Zamora reappointed James Collins and Rick Guerra to Friends of Quinta and Christopher Davis to the Historic Preservation Council. Commissioner Rios appointed Barry Patel to Friends of Quinta. Report</strong></p><p><strong>McALLEN TX -</strong> The McAllen Public Library is accepting school supply donations at all three of its locations through Saturday, July 25, in preparation for its Back-to-School Bash scheduled for Saturday, Aug. 15, at the Palm View Branch Library.</p><p>Donations are being collected at the Lark Branch Library, 2601 Lark Ave., (956) 681-3100; the Main Library, 4001 N. 23rd St., (956) 681-3000; and the Palm View Branch Library, 3401 Jordan Road W., (956) 681-3110. The drive runs from Monday, June 1, through Saturday, July 25.</p><p>Needed items include backpacks, binders, blue and black ink pens, calculators, crayons, coloring pencils, erasers, folders, glue sticks and glue bottles, highlighters, index cards, lunch boxes and bags, markers, notebook paper, pencils and mechanical pencils, pencil boxes and pouches, pencil sharpeners, rulers, sanitizing gel, Report</strong></p><p><strong>McAllen TX -</strong> McAllen International Airport announced Monday the launch of daily nonstop service to Phoenix, Arizona via American Airlines, beginning Thursday, June 4, 2026. The new route gives the airport a second major American Airlines hub connection and expands travel options for residents and business travelers across the Rio Grande Valley.</p><p>City Manager Isaac J. Tawil highlighted the airport&#8217;s broader economic footprint alongside the announcement. &#8220;Recent economic impact data shows that our airport generates more than $1.2 billion in annual economic activity and supports more than 12,000 jobs across the Rio Grande Valley,&#8221; Tawil said. &#8220;This new route strengthens our connection to the western United States, supports business development, expands travel options, and reinforces what we already know: McAllen is a city on the move.&#8221;</p><p>Jeremy Santoscoy, P.E., Director of Aviation, said the new route advances the airport&#8217;s goal of making regional travel more accessible. &#8220;This new daily service with American provides travelers with a direct connection to Phoenix, Arizona, making West Coast travel more accessible for our community,&#8221; Santoscoy said. &#8220;As our airlines and nonstop destinations continue to grow, we remain focused on creating a modern, efficient, and welcoming experience for everyone who chooses to fly through McAllen International Airport.&#8221;</p><p>Dale Morris, Government Affairs representative for American Airlines, said the new route reflects confidence in the McAllen market. &#8220;Customers are gaining access to one of our key hubs to hundreds of destinations around the world,&#8221; Morris said. &#8220;This investment reflects what we see here in McAllen &#8212; a growing economy, strong demand for air service, and a community that believes in the value of connectivity. Bowie St., San Benito. The center is open Monday through Friday from 9 a.m. to 6 p.m. and will be closed Friday, June 19, in observance of Juneteenth. Walk-ins are welcome, and appointments may be scheduled in advance at appointment.sba.gov.</p><p><strong>Available Loan Programs</strong></p><p>Businesses and nonprofits may apply for physical disaster loans of up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.</p><p>Homeowners may apply for up to $500,000 to repair or replace their primary residence. Homeowners and renters may also apply for personal property loans of up to $100,000 to replace or repair clothing, furniture, vehicles, and appliances.</p><p>Applicants may also be eligible for a loan increase of up to 20% of their verified physical damage for mitigation improvements, which may include insulating pipes, walls, and attics, weather stripping doors and windows, and installing storm windows.</p><p>The SBA&#8217;s Economic Injury Disaster Loan program is available to eligible small businesses, small agricultural cooperatives, and private nonprofit organizations &#8212; including faith-based organizations &#8212; that suffered financial losses directly related to the disaster, even if they did not sustain physical damage. These loans may be used to pay fixed debts, payroll, accounts payable, and other bills that could not be paid due to the disaster. Agricultural producers, farmers, and ranchers are not eligible for SBA disaster loans, with the exception of aquaculture enterprises.</p><p><strong>Loan Terms</strong></p><p>Interest rates are as low as 4% for businesses, 3.625% for nonprofits, and 2.875% for homeowners and renters, with terms of up to 30 years. It is recognized as the largest regional water conference in the United States.</p><p><strong>Award Recipients</strong></p><p>David Garza received the Community Connection Award, which recognizes individuals and organizations that help foster a welcoming and inclusive workforce culture within Texas&#8217; clean water sector.</p><p>McAllen Public Utility received the Dennis R. Laskowski Recruitment Award, honoring outstanding recruitment efforts and leadership in growing the next generation of water industry professionals.</p><p><strong>Wastewater Plant Honored</strong></p><p>McAllen North Wastewater Treatment Plant earned the Municipal Wastewater Treatment Plant of the Year &#8211; Category 2 Award. p.m.</p><p><strong>Workshop</strong></p><p>Commissioners will use the 4 p.m. workshop to question city staff about items on the regular meeting agenda before formal action is taken. The workshop will also include an update on the city&#8217;s ongoing city-wide rezoning effort. The commission may also enter executive session during the workshop to consult with the city attorney on legal matters related to contracts and ordinance enforcement, and to discuss possible real property transactions.</p><p><strong>Swearing-In Ceremony</strong></p><p>The regular meeting will open with a swearing-in ceremony for newly elected District 5 Commissioner Michael Fallek. The meeting will also include a proclamation recognizing Rio Grande Regional Hospital&#8217;s Top 100 Recognition, to be presented by Laurie Pulido.</p><p><strong>Public Hearings</strong></p><p>The commission will take up a slate of routine rezoning requests and conditional use permits, all carrying favorable recommendations from the Planning and Zoning Commission. The North McAllen rezoning covers dozens of properties along North 10th through 17th streets, North Main Street, North Broadway Street, Bicentennial Boulevard, and Ash, Beech, and Cedar avenues.</p><p>A separate public hearing will consider a variance request from El Tio Showgun LLC related to the Alcoholic Beverage Code at 2300 N. 10th St., Suite B.</p><p><strong>Consent Agenda</strong></p><p>Routine consent agenda items include approval of meeting minutes, monthly subdivision, project status, and parks reports, and the following contract and agreement actions:</p><ul><li><p>Authorization to negotiate scope and fees with the top-ranked firm for professional engineering services for the development of an industrial park</p></li><li><p>A memorandum of understanding between South Texas College and the City of McAllen for the Adult Education and Literacy Program</p></li><li><p>Contracts for the purchase of caliche, lawn and leaf bags, hot mix asphaltic concrete for the Zavala Subdivision, and pavement markings services</p></li></ul><p>Consent resolutions include an amendment to incorporate language required by the Office of the Governor for $600,000 in Texas Anti-Gang Program funding, a resolution authorizing a grant application to the U.S. Department of Transportation for up to $9.3 million under the Safe Streets and Roads for All program, an amendment to an AEP rate rider application, and a development and reimbursement agreement for the Tres Lagos public improvement district.</p><p>A list of tax refunds over $500 will also be approved, covering 12 individuals and businesses.</p><p><strong>Bids and Contracts</strong></p><p>The commission will consider two contract awards outside the consent agenda. celebration that included the announcement of a partnership with the Dallas Stars Hockey Club to bring hockey programming and sports development opportunities to the Rio Grande Valley.</p><p>The new facility is designed as a flexible recreational venue that will host hockey programs, fitness classes, youth activities, community events, and year-round programming. City officials described the pavilion as a continued investment in accessible recreation for local families and a space aimed at removing barriers to participation in youth sports.</p><p>City Manager Ike Tawil framed the opening in broad terms. &#8220;This pavilion represents far more than a building,&#8221; Tawil said. &#8220;It represents opportunity for our children, stronger connections for our families, and continued investment in the quality of life that makes McAllen such a special community. focused on public safety, infrastructure improvements, neighborhood development and the certification of a special election that officially seated a new District 5 commissioner.</p><p>The meeting opened with proclamations honoring Peace Officers Memorial Week and National Public Works Week before commissioners approved drainage contracts, subdivision variances and zoning changes tied to the city&#8217;s continuing growth.</p><p><strong>Public safety remembrance takes center stage</strong></p><p>Commissioner Ricky Castillo presented a proclamation declaring May 10-17, 2026, as Peace Officers Memorial Week, recognizing officers who lost their lives in the line of duty and honoring those currently serving the community.</p><p>McAllen Police Chief Victor Rodriguez reflected on the department&#8217;s history and sacrifices, calling law enforcement the &#8220;thin blue line&#8221; that protects communities and preserves freedoms.</p><p>&#8220;When that thin blue line is broken, harm, violence, and death befall our police officers and by extension on our communities as well,&#8221; Rodriguez said. &#8220;Sadly, this happens much too often.&#8221;</p><p>Rodriguez specifically remembered five fallen McAllen officers: Federico R. Saenz, Rosalind Suarez Jr., Reynaldo V. Lopez, Edelmiro Garza Jr. and Ismael Chavez. He invited residents to attend the city&#8217;s Police Memorial Day ceremony scheduled for Wednesday at the McAllen Public Safety Building.</p><p>&#8220;It is a solemn day because we remember the dark days that befell McAllen,&#8221; Rodriguez said.</p><p><strong>Public Works highlighted as quality-of-life backbone</strong></p><p>Commissioner Roy Rios used the city&#8217;s National Public Works Week proclamation to spotlight employees responsible for roads, drainage, sanitation and public facilities.</p><p>&#8220;When you talk about or think about quality of life, this is a team that makes it happen,&#8221; Rios said. &#8220;This is a team that makes our city look so good, so beautiful, and this is a team that makes people wanna come here to live.&#8221;</p><p>Public Works officials announced a community block party scheduled for May 16 at the department headquarters on North Benson Road. The event will feature equipment demonstrations, family activities, giveaways and safety programs.</p><p>&#8220;Public Works Week is a time to recognize and celebrate the dedicated employees who work behind the scenes to keep our community running smoothly every day,&#8221; a department representative told commissioners.</p><p><strong>Drainage project approved</strong></p><p>Commissioners approved a contract for drainage improvements along Dallas Avenue near First Street after city staff said the work would improve stormwater management in the area.</p><p>The project includes approximately 485 linear feet of 24-inch concrete drainage pipe and was awarded to Signs Utility Contractors LLC of Edcouch for about $191,614. The city expects the work to be completed within 75 days.</p><p><strong>Development pressures continue in growing areas</strong></p><p>Several subdivision variance requests approved by commissioners highlighted the challenges of managing growth in rapidly developing areas of McAllen. Projects near Champion Lakes, Ware Road and South 23rd Street required exceptions involving cul-de-sac lengths, sidewalks and roadway standards because of existing land constraints and incomplete street connections.</p><p>One discussion focused on older industrial and commercial properties near South 23rd Street and Military Highway, where city staff described longstanding problems involving junkyards, irregular parcels and outdated infrastructure.</p><p>&#8220;We&#8217;ve been trying to clean it up,&#8221; a planning official told commissioners, describing ongoing efforts to bring the area into compliance with city subdivision standards.</p><p>Staff also described safety concerns and repeated attempts to work with property owners over the years.</p><p>&#8220;They&#8217;ll come in every five years and they&#8217;ll say, &#8216;Okay, yes, we wanna work with y&#8217;all,&#8217;&#8221; the official said. &#8220;It&#8217;s just one of those things that&#8217;s ongoing.&#8221;</p><p>Commissioners questioned whether repeatedly granting variances could undermine broader cleanup efforts in the corridor.</p><p>&#8220;But if we keep on giving variances, when are we gonna clean it up?&#8221; one commissioner asked during the discussion.</p><p><strong>Election results certified</strong></p><p>The commission also canvassed and certified results from the May 2 special election for the District 5 commission seat.</p><p>According to the certified totals, Michael Falik received 573 votes, defeating Feli Villarreal with 411 votes and Mark Murray with 159 votes.</p><p>Following the vote, commissioners formally declared Falik elected to fill the unexpired term. County</h5><p><strong>Staff Report</strong></p><p><strong>MCALLEN TX -</strong> Michael Fallek received a majority of votes in the McAllen District 5 special election, eliminating the need for a runoff, according to unofficial final tabulations released by the City of McAllen following the completion of ballot review over the weekend. </p><p>The City and the HIdalgo County Elections Office had to verify the provisional ballots cast on election day and mail-in ballots were cured, as required by law.</p><p>The final unofficial vote totals are: Fallek, 573; Felida Villarreal, 411; and Mark Murray, 159. In the tabulation process, Fallek gained two additional votes while Villarreal&#8217;s and Murray&#8217;s totals were unchanged. Results become official upon canvassing by the City Commission on Monday, May 11, 2026.</p><p>There is no mention in the McAllen City Commission agenda for that date of a swearing in ceremony for Fallek. However, the commission has the option to hold the ceremony at some point after ballots are canvassed.</p><p><strong>Voting Breakdown</strong></p><p>A total of 1,141 votes were cast among District 5&#8217;s 83,319 registered voters, according to the Hidalgo County Voter Registrar&#8217;s Office. At the District 5 polling location at McAllen High School, election day totals were 119 votes for Fallek, 81 for Villarreal, and 45 for Murray, out of 245 total ballots cast. Personal appearance and undervote totals were 827, with Fallek receiving 429, Villarreal 296, and Murray 102. Mail ballots totaled 69, with Fallek receiving 23, Villarreal 34, and Murray 12.</p><p>On election day, Fallek received 571 votes, or 50.04%. Villarreal finished second with 411 votes, or 36.02%. Murray received 159 votes, or 13.94%.</p><p><strong>Background</strong></p><p>The special election was called after Commissioner Victor &#8220;Seby&#8221; Haddad resigned from the city commission to run for Texas House District 41. The McAllen City Commission approved an ordinance calling the special election to fill the unexpired term. three children, after an alleged intoxicated driver ran a red light and struck their vehicle at the intersection of Salinas Street and West Monte Cristo Road on the evening of Saturday, May 2, 2026.</p><p><strong>The Crash</strong></p><p>According to investigators, a truck driven by Miguel Angel Suarez, 31, traveling westbound, allegedly ran a red light and collided with another vehicle entering the intersection. The driver of the impacted vehicle, Martha Luna Miranda, 39, was pronounced deceased at the scene.</p><p><strong>Victims</strong></p><p>Miranda&#8217;s husband, who was seated in the front passenger seat, sustained non-life-threatening injuries and has since been discharged from the hospital. Three children &#8212; two boys ages 9 and 5 and a girl age 4 &#8212; were also in the vehicle and sustained injuries. Both boys were transported to San Antonio for further treatment. The 4-year-old girl was treated and released.</p><p><strong>Charges Pending</strong></p><p>Charges against Suarez are pending, including intoxication manslaughter and four counts of intoxication assault. Officials emphasized that the City of Edinburg is a no-refusal city.</p><p><strong>Chief&#8217;s Statement</strong></p><p>Edinburg Police Chief Jaime Ayala urged the public to avoid driving under the influence.</p><p>&#8220;This is a heartbreaking tragedy, especially because it involves children,&#8221; Ayala said. &#8220;We urge everyone to make responsible choices. elected Michael Fallek as District 5 City Commissioner Saturday, according to unofficial results.</p><p><strong>McAllen ISD Bond</strong></p><p>McAllen ISD voters approved the $335 million bond with 3,213 votes in favor, or 54.96%, and 2,633 votes against. The bond aims to improve safety, security, facility repairs and update learning spaces.</p><p>Speaking after results were announced, McAllen ISD Superintendent Ren&#233; Guti&#233;rrez thanked voters for their confidence in the district, saying, &#8220;We are grateful to every resident who took the time to take part in this election.&#8221; He added that the investment will ultimately benefit students. The votes will be canvased at next week&#8217;s regular board meeting.</p><p><strong>District 5 Commissioner Race</strong></p><p>Michael Fallek won the three-candidate District 5 city commissioner race with 571 votes, or 50.04%. Felida Villarreal finished second with 411 votes, or 36.02%. Mark Murray received 159 votes, or 13.94%.</p><p>The position became available after Commissioner Victor &#8220;Seby&#8221; Haddad resigned from the city commission to run for Texas House District 41. The McAllen City Commission approved an ordinance calling the special election to fill the unexpired term. The city charter permitted Haddad to continue serving until the seat is filled.</p><p><strong>Voting Breakdown &#8212; District 5</strong></p><p>A total of 1,141 votes were cast among District 5&#8217;s 83,319 registered voters, according to the Hidalgo County Voter Registrar&#8217;s Office. At the District 5 polling location at McAllen High School, Election Day totals were 119 votes for Fallek, 81 for Villarreal and 45 for Murray, out of 245 total ballots cast. Personal appearance and undervotes totaled 827, with Fallek receiving 429, Villarreal 296 and Murray 102.
