McALLEN TX - The McAllen Chamber of Commerce will honor its 2026 Man and Woman of the Year and present a Lifetime Achievement Award at the 71st Annual Man and Woman of the Year Gala on Thursday, Nov. 5.

Bob Vackar and Pattie Rosenlund will receive the Man and Woman of the Year awards, respectively. Hidalgo County Judge Richard F. Cortez will receive the Lifetime Achievement Award, which the Chamber reserves for those occasions when a leader’s lifelong work has significantly impacted the community.

Bob Vackar

Robert C. “Bob” Vackar is a U.S. Army veteran, entrepreneur, philanthropist, and chairman of the board and chief performance officer with Bert Ogden Auto Group. A graduate of Edinburg High School and Texas A&M University, Vackar joined the company in 1983 as sales manager for his father-in-law, Bert Ogden. Under his leadership, Bert Ogden Auto Group has grown to represent many of the world’s leading automotive brands and has created more than 1,000 jobs in the region.

Vackar’s philanthropic focus includes education. Following his donation to The University of Texas Rio Grande Valley College of Business & Entrepreneurship, UTRGV renamed the college the Robert C. Vackar College of Business & Entrepreneurship.

“It’s an honor,” Vackar said. “I really appreciate everybody that was involved in this decision. I am very honored, very proud. When you’re doing philanthropic work, you never think about it. We do a lot with Easterseals, and I’m doing a lot with the college (UTRGV) now and a lot with the high school at Covenant Christian Academy.”

Pattie Rosenlund

Patricia “Pattie” Rosenlund has served Easterseals Rio Grande Valley for 29 years, rising from director of program services to executive director. She holds a bachelor’s degree in special education and a master’s in rehabilitation counseling.

Rosenlund serves on the Texas governor’s Early Childhood Intervention Advisory Committee and the South Texas College Child Development and Early Childhood Department Advisory Committee, among others.

“I am deeply grateful for this honor,” Rosenlund said. “While I am humbled by the recognition, I view it as a celebration of the incredible work being done across our community and by the dedicated team at Easterseals. It is a privilege to shine a light on the impact of Easterseals and our shared commitment to helping children and families thrive.”

Judge Richard F. Cortez

A certified public accountant, Judge Cortez rose to partner in a regional accounting firm, specializing in tax services, independent audits, business valuations and forensic accounting. He has served as Hidalgo County judge since 2018 and previously served as McAllen mayor and city commissioner.

“I am deeply humbled and honored to receive this Lifetime Achievement Award from the McAllen Chamber of Commerce,” Judge Cortez said. “The City of McAllen and the Chamber have been an important part of my life and my journey of service for many years. To receive this recognition from an organization that has worked alongside so many people to strengthen this community is especially meaningful to me.”

McAllen TX - The McAllen Parks & Recreation Department is accepting enrollments for its After School Program, which operates at eight McAllen Independent School District campuses and runs until 6 p.m. each school day.

PARD coaches meet participating children at dismissal and guide them into the program, which remains on campus at the following locations:

• Alvarez Elementary

• Escandon Elementary

• Fields Elementary

• Jackson Elementary

• McAuliffe Elementary

• Sam Houston Elementary

• Wilson Elementary

• Garza/Lark Community Center

The program costs $25 per semester. Students must be actively enrolled at a participating school to attend its After School Program. Pre-K students may participate when an older sibling is enrolled.

“Our children have so much to discover beyond the classroom, and we want to make sure they have places where they can learn, play and grow,” said Mayor Javier Villalobos. “The After School Program gives McAllen youth that space while bringing City programming directly into the communities where our families live and work which is something we can all be proud of.”

Activities include arts and crafts, outdoor recreation and McSports, which offers Run4Success, Punt-Pass-Kick and Pitch, Hit & Run.

“Every part of a child’s day is an opportunity to help them thrive, and the hours after school are no different,” said City Manager Isaac J. McALLEN TX - McAllen International Airport will expand its Tap n’ Fly ticketless parking options beginning Nov. 1, 2026, adding hundreds of new spaces and lots to meet the growing needs of travelers and visitors.

“We are investing in the future,” said McAllen Mayor Javier Villalobos. “By adding hundreds of new parking spaces for travelers, McAllen International Airport continues to grow with our community and deliver a level of convenience residents and visitors deserve.”

The expansion introduces several new parking options, including a cell phone lot offering free parking for under 30 minutes for visitors welcoming home travelers, an economy lot with a daily rate, premium short-term parking near the terminal, long-term parking, and a Tenant Employee/Overflow Lot to accommodate increased demand.

“More parking options are just the start of the McAllen International Airport’s New Heights expansion project,” said City Manager Isaac J. Tawil. “MFE is a critical economic asset for McAllen, connecting South Texas to major business and leisure markets. As passenger demand continues to increase, investing in the infrastructure that supports the airport strengthens our ability to accommodate future demand, attract visitors and support the businesses and industries that rely on regional connectivity. This is an investment in long-term economic vitality.”

The parking expansion follows MFE’s 2025 introduction of Tap ‘n Fly ticketless parking and the opening of the MFE VIP Lounge. The airport currently offers nonstop service to seven destinations: Dallas, Houston, Las Vegas, Orlando, Austin, Phoenix and Monterrey.

Mercedes TX - South Texas Independent School District will launch a free Supper Program on Monday, Oct. 5, 2026, offering meals to children 18 and younger and to students with disabilities who are enrolled in a program for individuals with disabilities up to age 21.

The program will operate Monday through Thursday from 4 to 4:30 p.m. at six campuses across the Rio Grande Valley. Children do not need to be enrolled at STISD to participate.

“We are proud to offer this nutritious meal program to children in our community,” Superintendent Dr. Sandra Garza Ochoa said. “This is part of our ongoing commitment to support the well-being of our students and the families we serve.”

MCALLEN TX - A McAllen man was sentenced to life imprisonment without the possibility of parole for the 2017 murder of Nicholas Anthony Bazan, Hidalgo County Criminal District Attorney Toribio “Terry” Palacios announced.

Armando Adrian Arebalo, 37, was found guilty by a Hidalgo County jury for killing Bazan on June 19, 2017. The trial was held in the 370th District Court and presided over by Judge Noe Gonzalez.

Bazan, 41, was found deceased in the 1400 block of Vine Avenue in McAllen with an apparent gunshot wound. In August 2017, the McAllen Police Department announced the arrest of Arebalo and other individuals in connection with Bazan’s death.

“This verdict brings accountability for the death of Nicholas Anthony Bazan after more than nine years of waiting for justice,” Palacios said. “While no verdict can bring Nicholas back or erase the pain his family has endured, this sentence ensures that the defendant is held accountable and faces the consequences of his violent actions.”

The case was prosecuted by Assistant District Attorney Jay Garza and Chief Assistant Criminal District Attorney for Major Crimes Hope Palacios. The District Attorney’s Office extended appreciation to the McAllen Police Department, investigators, prosecutors, courtroom advocates and jurors.

EDINBURG TX - On Friday afternoon at around 4:o0 PM, Hidalgo County issued a statement defending its compensation decisions for sheriff’s deputies while acknowledging a separate salary adjustment for the Commissioners Court in the fiscal year 2027 budget without specifying exactly what those adjustments were.

On multiple occasions, The McAllen News Tribune had requested specific details on what the final salary for the County Judge and the County Commissioners was approved in the recent budgeting process. During the budget process, it was revealed that County Judge Richard F. Cortez would receive a 15% increase in base salary, rising to about $199,000/year. The our elected commissioners would get a 16.6% increase in their base salary, rising to about $170,000/year.

The statement issued by the County did not clarify if those proposed salary increases for the five remained in the final approved budget. The McAllen News Tribune will continue to press for details. A review of the budget did not include a detailed breakdown of the salaries for the County Judge and the County Commissioners.

The county said all deputies are eligible for a 3.5% step-and-grade salary increase under the county’s classification and compensation plan. Over the past five years, the starting salary for a new deputy has increased by 21%, the county said.

The FY 2027 budget includes two separate compensation decisions, the county said. All county employees, including law enforcement officers, received a 5% cost-of-living adjustment.

In addition to base pay, the county said deputies receive take-home vehicles and gas, valued at approximately $8,000 a year, health insurance, a two-to-one retirement plan and the ability to earn extra pay through outside detail or grant programs.

“Our deputies are ranked among the top locally compensated law enforcement officers in the county, and we are retaining the vast majority of our officers,” the statement read, noting that only 11% retired or left for other agencies.

A separate adjustment was made for the Commissioners Court. According to the press release, the adjustment was based on a review of comparable positions in similarly sized Texas counties and was intended to bring those salaries more in line with offices carrying similar responsibilities.

McAllen TX - With the possibility of heavy rain and potential flooding, the Texas Department of Transportation is urging drivers to remember one life-saving phrase: “Turn Around, Don’t Drown.”

The warning is part of TxDOT’s Be Safe. Drive Smart campaign.

Flash floods are the leading cause of weather-related deaths in Texas, and about 75% of flood-related fatalities in the state happen in vehicles, according to TxDOT. As little as six inches of fast-moving water can cause drivers to lose control of a vehicle, including pickup trucks and SUVs.

Flood waters may also conceal debris, tree branches, power lines or road damage that can harm or kill drivers and passengers.

It’s the Law

State law requires drivers to heed barriers blocking low water crossings or flooded roadways. Failure to comply can result in a fine of up to $2,000 and up to 180 days in jail. Anyone who tampers with or removes a roadway warning sign or barricade faces a fine of up to $1,000, up to two years in jail, or both.

Before You Travel

TxDOT advises drivers to check DriveTexas.org or call 800-452-9292 for up-to-date highway and road conditions before traveling. Drivers should also monitor weather forecasts, check their vehicle’s battery, tires and windshield wipers, and carry an emergency kit.

A flash flood watch means flooding is possible within the designated watch area. A flash flood warning means flash flooding has been reported or is imminent.

On the Road

TxDOT advises drivers to reduce speed, turn off cruise control and increase following distance during inclement weather. Drivers whose vehicles stall in flood waters should leave the vehicle and move to higher ground if it is safe to do so.

TxDOT also reminds drivers to always wear a seat belt, avoid driving drowsy and never drive under the influence of alcohol or other drugs.

The Be Safe. Drive Smart. campaign is part of #EndTheStreakTX, a broader effort to reduce daily traffic deaths on Texas roadways. Nov. 7, 2000, was the last deathless day on Texas roads.

Edinburg TX - A free two-day mobile dental clinic will be held Oct. 2–3, 2026, at Bert Ogden Arena, 4900 S. I-69C in Edinburg, for residents who do not have access to routine dental care.

The clinic is organized by dozens of area dentists in conjunction with Texas Mission of Mercy, the charitable arm of the Texas Dental Association; Hidalgo County Community Service Agency; Nuestra Clinica del Valle; and additional sponsors. Up to 240 volunteer dentists and support staff will participate.

Services include fillings, cleanings and extractions. Walk-ups are welcome. The clinic opens at 6 a.m. each day and will continue until capacity is reached.

This marks the 100th TMOM free dental clinic.

No proof of identification, insurance or documentation is required. Patients must be at least 8 years old and able to sit still for treatment. Patients 17 and under must have a parent or guardian present. Attendees are asked to know their medical history and bring a list of current medications.

McALLEN TX - The McAllen Fire Department’s Community Risk Reduction Team is bringing its Life and Fire Safety program, known as LAFS, back to area schools this October in celebration of Fire Prevention Month, featuring a new theme and expanded cast of characters designed to make safety lessons interactive and memorable for students.

Now in its second year, LAFS will visit approximately 30 schools across McAllen ISD, Edinburg CISD, Sharyland ISD, IDEA Public Schools, private schools and learning centers, as well as a school in Reynosa, Mexico.

This year’s theme, “Firemon Go! A Hero’s Journey!,” introduces new characters and expands the program beyond fire safety to cover a range of everyday safety topics. Students will learn what smoke alarms sound like and what to do when they activate; how to call 911 and what information to provide; lithium-ion battery and electrical safety; how to stay safe when interacting with others online; and how to recognize unsafe situations, say no and tell a trusted adult.

Schools will receive a LAFS presentation for students in second through fifth grade and a puppet show for students in prekindergarten through first grade.

Returning characters Rescue Rob, Cadet Joshy, Sweats Sinfuegos and Freddy the Fire Truck will be joined by new characters Bumper, Team Danger and Professor Spanner.

The 2026 production also features a new stage backdrop, props and an expanded visual setup. Students are encouraged to share what they learned with their families to reinforce safety practices at home.

“The Life and Fire Safety program is a great example of the dedication and creativity of our Fire Department team,” said City Manager Isaac J. Tawil. “What began as a program for students continues to grow, with our firefighters bringing important safety lessons to schools throughout the region. It’s something to be proud of and a great reflection of the team’s commitment to helping keep families safe.”

Edinburg TX - The Hidalgo County Sheriff’s Office has purchased 116 automated external defibrillators to be placed in patrol vehicles, giving deputies immediate access to lifesaving cardiac equipment when responding to emergencies.

AEDs are portable devices that analyze a person’s heart rhythm and deliver an electric shock when necessary to help restore a normal heart rhythm in cases of sudden cardiac arrest.

Sheriff J.E. “Eddie” Guerra said the equipment addresses the reality that deputies frequently arrive at scenes before other medical personnel.

“Our deputies are often among the first emergency personnel to arrive at the scene,” Guerra said. “Providing them with AEDs gives our deputies another important tool to potentially save a life while additional medical resources are responding.”

Deputies will receive training from certified medical personnel on recognizing cardiac emergencies, operating the devices, and providing assistance until advanced medical care arrives.

The 116 AEDs were purchased using funds from the opioid abatement grant.

McAllen TX - The McAllen Public Library has been presented with the McAllen SHINES Champion Award, under the direction of the city’s Public Works Department, for its ongoing commitment to enriching the lives of residents through literacy and engagement.

The library offers programs ranging from baby storytime to exam preparation for teens, along with computers, study rooms, a family room, children’s spaces, educational programs and community events, according to the city.

City Manager Isaac J. Tawil said the library plays a foundational role in the community. “Literacy is one of the foundations of a strong community,” Tawil said. “When families walk into our library, they are not simply checking out a book; they are accessing knowledge, technology and educational opportunities that can help them move forward. By making these services and programs available to everyone, our library helps strengthen our community one reader, one family and one discovery at a time.”

Library Director Kate Horan said the recognition reflects the impact of the library’s daily work. “Every day, I walk these halls and see the smiles and excitement on the faces of the people who come through our doors,” Horan said. “Those moments remind me why this work matters. Hidalgo County Commissioners Court, Hidalgo County Drainage District No. 1, Annual Audit, Delinquent Tax Collections

Edinburg TX - The Hidalgo County Drainage District No. 1 Board of Directors and the Hidalgo County Commissioners Court met Sept. 15, hearing annual financial audits for both entities, receiving several proclamations on community health and safety issues, and taking up dozens of routine contract, grant and personnel items. Precinct 1 Commissioner David Fuentes was absent for both meetings.

County Financial Reports

County Auditor Letty Chavez presented the county’s fiscal year 2027 revenue estimate, required under the Texas Local Government Code. She said the county’s projected general fund unassigned fund balance for the end of 2026 is approximately $91.5 million, representing about 23% of appropriated expenditures, above the county’s required policy minimum of 10% to 15%. She estimated 2027 general fund revenues at approximately $367.1 million, based on the proposed tax rate of 0.5691 and an estimated property tax revenue of about $317.8 million, using a 96% collection rate.

County Audit

Luis Lopez, with Burton McComber and Longoria, also presented the county’s 2025 annual comprehensive financial report and single audit, issuing an unmodified opinion. He said the county’s general fund unassigned fund balance stood at $69,786,115 as of Dec. 31, 2025, about 21% of expenditures, exceeding the county’s policy minimum. Lopez flagged the county’s self-funded health benefits plan, whose net position decreased by approximately $3.9 million during the year, as an area warranting continued attention amid rising healthcare costs generally. The single audit identified four significant deficiencies, including findings related to the timeliness of required federal and state reporting, though Lopez noted the county had no repeat findings from the prior year and no material weaknesses. The court voted to accept the report.

Tax Collection Reports

Kelly Salazar, with the law firm Linebarger Goggan Blair & Sampson, presented the county’s delinquent tax collection report for the period of July 2025 through June 2026. Salazar said the delinquent tax roll as of July 2025 totaled approximately $44.8 million across more than 54,000 accounts, of which about $28.3 million was considered actively collectible. The firm reported making more than 56,000 phone calls, conducting more than 4,500 in-person visits, and sending more than 124,000 mail pieces and 50,000 text messages to delinquent taxpayers during the year. The firm filed more than 1,400 lawsuits and obtained 430 judgments, and reported selling 33 properties through tax sales, none of which were occupied homestead properties. Salazar said overall collections increased by more than $2.8 million compared to the prior fiscal year. Judge Cortez asked the firm to provide a detailed breakdown of delinquent accounts held by residents 65 and older, saying the county needs to track that population’s impact on future revenue.

Hidalgo County Tax Assessor-Collector Paul Villarreal presented the county’s annual property tax and motor vehicle collections reports. Villarreal said total property tax collections for fiscal year 2025-26 were $359,506,620.67, with the current collection rate at 94.05%, compared to 94.39% the prior year. Motor Vehicle Manager Santos Castilleja reported the department processed 980,621 transactions in 2025, generating $276,976,745.88 in collections, an increase of more than $24 million, or 9.5%, over the prior year. Castilleja said the county’s total net motor vehicle collections, including commissions and road and bridge funds, were approximately $28.2 million for the year, a 6.21% increase. He also reported 758,111 vehicles were registered in Hidalgo County in 2025, a 7.02% increase over the previous year. One commissioner noted the county is not compensated for processing registrations for the Regional Mobility Authority, and was told that would likely require a change in state law to address.

Public Comments

Resident Fern McClarty asked staff to clarify several consent agenda and budget items during the meeting, including a courthouse renovation change order, a roadway encroachment agreement near the courthouse, and a proposed $20,000 expenditure for a “Social Fest” event. Staff explained that the courthouse item related to a 20-day extension for asbestos abatement work, and that Social Fest is a two-day social media marketing and creator conference held at the McAllen Convention Center, now in its second year, expected to draw thousands of attendees.

During open forum, McClarty criticized a proposed 16.6% salary increase for county commissioners and a 15% increase for the county judge, compared to a proposed 5% increase for general county staff, saying commissioner salaries could rise close to $200,000 including car allowance. She also noted the county’s proposed property tax increase of 9.78% and questioned commissioners’ ability to serve full-time while holding other jobs.

Veterans Suicide Prevention

Jessica Grogan, chief of mental health for the VA Valley Coastal Bend, and Josie Cavazos, Veterans Justice Outreach Coordinator, asked the court for support placing signage for the Veterans Crisis Line, 988 press 1, in public locations and county buildings. Grogan said veteran suicide deaths have declined from a widely cited rate of 22 per day nationally to about 17.5 per day, but noted that roughly 60% of veterans who die by suicide are not engaged with VA services. The court approved accepting a donation of 50 signs from the VA.

National Day of Remembrance for Murder Victims

The court proclaimed Sept. 25, 2026, as National Day of Remembrance for Murder Victims, noting that Texas’ homicide rate declined 13% in 2025, the third consecutive annual decline, with 1,464 murders reported statewide and approximately 39 in the Rio Grande Valley, affecting more than 390 relatives. The proclamation recognized the 14th annual candlelight vigil hosted by the Rio Grande Valley Family and Friends of Murdered Children, set for Sept. 25 from 6 p.m. to 8 p.m. at the Jose “Pepe” Salinas Memorial Recreation Center in Pharr, under the theme “Every Candle Tells a Story.”

Robert Garcia, founder and CEO of the organization, thanked Hidalgo County Criminal District Attorney Terry Palacios and his staff for their continued support. A subsequent speaker discussed the role of law enforcement and prosecutors in supporting victims’ families, noting that while officers and prosecutors must balance their investigative and courtroom responsibilities, organizations like Garcia’s exist solely to provide emotional support to victims’ families.

Valley Voter Awareness Month

The court proclaimed September 2026 as Valley Voter Awareness Month and Sept. 15, 2026, as National Voter Registration Day. Hidalgo County Elections Administrator Hilda Salinas said the county currently has 466,000 registered voters, and recognized voter registration staff members Iliana Espitia, Jenny Renteria, Viviana Martinez, Madison Lial and Jennifer Rodriguez.

Puppy Mill Awareness Day

The court proclaimed Sept. 19, 2026, as Puppy Mill Awareness Day, noting an estimated 13,000 puppies are imported into Texas annually for sale through pet stores, and that Texas remains the top state in the nation for euthanizing healthy and treatable shelter animals. Becca Chavez, representing Yaqui Animal Rescue, Palm Valley Animal Society, Paws for Help, the county Health Department and Donna North High School, urged residents to choose adoption over purchasing commercially bred puppies.

National Opioid and Substance Use Awareness Day

The court proclaimed Sept. 21, 2026, as National Opioid and Substance Use Awareness Day. Dr. Ivan Melendez, Hidalgo County health authority, said the county’s Narcan vending machine program, funded through opioid settlement funds, has shown measurable results, noting emergency department overdose visits dropped from more than 30 during the same period last year to eight this year since the machines were installed, with 100 units of Narcan dispensed within the first two weeks. Melendez said national opioid overdose deaths, which peaked around 120,000 annually following the COVID-19 pandemic, have declined for three consecutive years to about 80,000 annually, though he emphasized the toll remains significant. “No one chooses to be a drug addict,” Melendez said. “No one chooses to destroy their life by being a drug addict... It’s a real problem.”

County Auditor’s Office Recognition

The court recognized the County Auditor’s Office for receiving the GFOA’s Certificate of Achievement for its 2024 annual report. County Auditor Rick recognized staff members First Assistant Auditor Ray Cantu, Finance Director Merle Munoz, Director of Audits Yvonne Torres, Finance Supervisors Claudia Ortiz and Ray Morin, Compliance Audit Supervisor Karen Ramirez, Revenue Audit Supervisor Araceli, Grant Supervisors Isabel and Minerva, and Accounts Payable Supervisor Zoraida Camilla.

Hidalgo County Future Leaders Council

The court approved a resolution formally recognizing the Hidalgo County Future Leaders Council, a new young adult-led civic engagement initiative intended to support Judge Cortez’s goal of retaining and developing young talent in the county. Skylar Howe, a spokesperson for the inaugural 16-member council, thanked the court for the opportunity. “This resolution represents a belief that when young people are given an opportunity to serve, they can rise to the occasion,” Howe said.

Domestic Relations Office “Caring Connections Closet”

The court approved a proposal from the county’s Domestic Relations Office to establish a donation-based “Caring Connections Closet” providing diapers, hygiene products, and household necessities to families served by the office. DRO Director Ira Trejo said the office regularly encounters families struggling to meet basic needs, noting the annual cost of raising one child is estimated at $17,256, compared to an estimated $15,080 in annual income for a minimum-wage worker. The program will rely entirely on community donations, with no county funding requested. Those interested in donating can contact the Domestic Relations Office at 956-292-7048.

Grants and Contracts

The court approved a $210,000 grant from the Hogg Foundation to Probate Court No. 1 for a Rio Grande Valley policy initiative related to mental health and aging services. The court also approved two grants for the District Attorney’s Office: a $49,500 victim coordinator and liaison grant, and a $100,000 forensic evidence testing grant from the Office of the Governor’s Criminal Justice Division.

The court approved an Operation Lone Star grant of $90,000 for Constable Precinct 3, and an interlocal agreement with La Joya ISD for a truancy prevention program.

The court approved numerous purchasing items, including a $140,000 consultation services contract with Creative Corrections for a correctional action plan, an approximately $8.2 million construction contract with Aecom Group for a 2012 Community Rehabilitation Center facility project in Precinct 4, and change orders totaling more than $280,000 for the county’s Juvenile Mental Health Facility renovation project. The court also approved selecting Leti Garcia as the new agent of record for the county’s self-funded medical plan.

Personnel Actions

The court approved several department-specific personnel actions, including the creation of a deputy sheriff position and a criminal intelligence research analyst position funded through an Auto Theft Task Force grant, the deletion of several vacant positions in the WIC program, Facilities Management, and Precinct 1, and the creation of a crew leader position in Precinct 2’s Road and Bridge department.

Budget Update

Budget staff told the court the proposed fiscal year 2027 budget would be formally submitted to the County Clerk’s Office on Sept. 16 for public inspection. The court’s final budget adoption and tax rate adoption are scheduled for Sept. 22 at 2 p.m.

Legal Settlements

The court approved several legal settlements, including a negotiated settlement in Ashley Gonzalez, et al. v. Hidalgo County, subject to trial court approval; an $89,902.94 settlement in Labatt Food Services LLC v. Hidalgo County; and a $376.55 settlement offer in a claim filed by Romualdo Garza. The court also assigned two additional cases, Hidalgo County v. Marta Viviana Garcia Cordova and Hidalgo County v. Bobby Lou Herrera, to the District Attorney’s Civil Division for subrogation purposes.

Drainage District No. 1

The district’s engineering staff reported receiving a notice to proceed from the Texas Water Development Board for the Willacy County Lateral G project, a partnership in which Hidalgo County will be reimbursed approximately $1.4 million for construction work performed to assist the neighboring county, with those funds to be reinvested in local drainage improvements.

Staff announced the district will host a joint event for Hidalgo and Starr county municipalities and departments on Sept. 23 from 9 a.m. to 10:30 a.m., featuring a keynote address from McAllen Deputy City Manager Michelle Rivera.

The county’s tax office presented the district’s annual tax collections report for fiscal year 2025-26, showing total collections of $71,689,990.31, an increase of about $5.66 million in current-year collections compared to the previous year. The current collection rate was 93.93%, compared to 94.23% the prior year.

Luis Lopez, a partner with Burton McComber and Longoria LLP, presented the district’s 2025 annual comprehensive financial report and single audit, issuing an unmodified, or “clean,” opinion. Lopez said the district’s unassigned general fund balance stood at $27,757,581 as of Dec. 31, 2025, equivalent to about 330 days of operating reserves, well above the 90-day minimum recommended by the Government Finance Officers Association. Lopez noted the district’s fund balance grew by $1,723,735 during the year and that the district spent approximately $44.4 million on drainage and flood control infrastructure projects. Lopez also congratulated the district for again earning the GFOA’s Certificate of Achievement for Excellence in Financial Reporting for its 2024 report. The board voted to accept the audit.

The board held a public hearing on the drainage district’s proposed 2026 tax rate of 0.1123; no members of the public spoke, and the hearing was closed. The board also reviewed a proposed 2027 budget of $35,735,872, which includes approximately $1.8 million for heavy equipment, including an excavator, motor grader and mini excavators, and $529,000 for additional vehicle equipment. County Judge Richard Cortez asked staff to review an approximately $70,000 increase in fees charged by the Hidalgo County Appraisal District for collection services.

The board approved several construction contracts and change orders, including a roughly $5.9 million contract with Synergy Development and Construction for the South Lateral Drain Improvements Phase 3 project, and a change order adding approximately $52,857 and 95 additional calendar days to the North Main Drain Expansion Phase 2 project.

Judge Cortez raised concerns about inconsistency in fees paid to special commissioners appointed in condemnation proceedings, which are set individually by different judges, and asked legal counsel to work with the courts on a possible recommended fee policy.

The court’s next regular sessions are scheduled for Sept. 22, when the fiscal year 2027 budget and tax rate are expected to be formally adopted, and Sept. 29.

McAllen TX – South Texas College Continuing Education and Workforce Development is bringing its free lifesaving CPR training back this fall with additional American Heart Association (AHA) Basic Life Support (BLS) courses.

Funded through a $100,000 grant from Texas Mutual Insurance Company, the four-hour courses are open to STC students and anyone in the community seeking the skills and confidence to respond during an emergency.

Courses are set for Thursdays, Fridays and Saturdays throughout September and October at STC’s Continuing Education Training Center at Pecan Plaza located at 2501 Pecan Blvd. in McAllen.

Each class is limited to 10 participants.

Scheduled dates begin Sept.17-19, Sept. 24-26, Oct. 1-3, Oct. 8-10 and Oct. 16-17. Additional dates for November and December will be announced soon.

“The response over the summer was tremendous and our classes continue to fill quickly,” said Xenia Munoz, Continuing Education program developer and coordinator. “Although Basic Life Support is designed primarily for healthcare professionals and emergency responders, this opportunity is open to anyone who wants to become certified.”

BLS training prepares participants to respond to cardiac and respiratory arrest involving adults, children and infants in both community and hospital settings. Participants also learn CPR, choking lifesaving techniques and how to work as a team with other medical professionals during an emergency.

The certification is often required for students entering health-related programs, including nursing and occupational therapy. Munoz said many STC students have taken advantage of the free training to fulfill program requirements while developing skills that can also protect their families and communities.

Participants who successfully complete the course will receive an AHA Basic Life Support certification.

“It’s really important for our community to have this type of skills because you never know what can happen,” Munoz said. “If you are certified, you can step in when help is needed and potentially save a life.”

Texas, Texas Department of Public Safety, License to Carry, RSD Connect

AUSTIN TX - The Texas Department of Public Safety’s Regulatory Services Division has announced the upcoming launch of RSD Connect, a new online licensing platform for the state’s License to Carry program. The new platform is set to go live Oct. 1.

Through RSD Connect, LTC customers will be able to apply for, renew or check the status of their handgun license online, and instructors will be able to create and manage handgun licensing courses, according to the department.

To ensure a smooth transition to the new platform, there will be scheduled downtime of online services as data is moved over. The last day to submit an application is Sept. 12, and the last day to submit supporting documents for an existing application is Sept. 14.

Beginning Oct. 1, users can visit the DPS website to log in to the new licensing platform, and LTC applications will resume.
