McAllen, TX - The City of McAllen is accepting applications for federal community development funding for the 2026–27 fiscal year through its Community Development Block Grant and HOME Investment Partnership programs.
Funding availability and deadlines
According to a public notice issued by the city, applications are available for the funding period covering Oct. 1, 2026, through Sept. 30, 2027. All applications and required supporting documentation must be submitted no later than 4 p.m. Friday, Feb. 6, 2026.
City officials estimate the 2026–27 allocation at approximately $1.6 million for the Community Development Block Grant program and $500,000 for the HOME Investment Partnership Program. All awards are subject to the availability of federal funding.
Eligible uses and program goals
The CDBG program is designed to support the development of viable urban communities by providing decent housing, suitable living environments and expanded economic opportunities, primarily for residents with low to moderate incomes.
Eligible activities must meet at least one national objective, including benefiting low- and moderate-income persons, preventing or eliminating slums or blight, or addressing a need of particular urgency. Applications for both CDBG and HOME funding will be accepted through the Neighborly online platform.
Technical assistance workshops required
The city is requiring all applicants to attend one technical assistance seminar prior to submitting an application. The sessions will be held at McAllen City Hall, City Commission Chambers, 3rd Floor, 1300 Houston Ave.
The workshops are scheduled for Monday, Jan. 19, at 2 p.m., and Thursday, Jan. 29, at 9 a.m. A minimum of two representatives per agency must attend, and participants are encouraged to bring laptops to access the application system.
Applicant requirements
Organizations applying for funding must be registered with the federal System for Award Management and maintain an active registration with current information. Applicants are also required to provide a unique entity identifier with each application and keep their registration updated annually if funding is awarded.
