McALLEN TX - The McAllen City Commission will hold a workshop followed by a regular meeting Tuesday, May 26, 2026, at McAllen City Hall, 1300 Houston Ave., third floor City Commission Chambers.
The workshop begins at 4 p.m. and the regular meeting follows at 5 p.m.
Workshop
Commissioners will use the 4 p.m. workshop to question city staff about items on the regular meeting agenda before formal action is taken. The workshop will also include an update on the city’s ongoing city-wide rezoning effort. The commission may also enter executive session during the workshop to consult with the city attorney on legal matters related to contracts and ordinance enforcement, and to discuss possible real property transactions.
Swearing-In Ceremony
The regular meeting will open with a swearing-in ceremony for newly elected District 5 Commissioner Michael Fallek. The meeting will also include a proclamation recognizing Rio Grande Regional Hospital’s Top 100 Recognition, to be presented by Laurie Pulido.
Public Hearings
The commission will take up a slate of routine rezoning requests and conditional use permits, all carrying favorable recommendations from the Planning and Zoning Commission. Items include:
Rezoning at 711 S. 24th St. from general business to low-density residential
Rezoning at 621 S. 29th St. from duplex-fourplex residential to regional commercial
Two rezoning actions at 513 Chula Vista St. and 3812 S. F St. from single-family residential under the old code to low-density residential under the new Unified Development Code
Rezoning at 105 N. Jackson Road from light industrial to regional commercial
A one-year conditional use permit for a bar, Café Rico, at 115 S. 17th St.
A one-year conditional use permit for a nightclub, The Mansion Discotheque, at 221 S. 17th St.
A life-of-use conditional use permit for a religious center operated by World Gospel Mission at 2021 Jackson Ave. and surrounding properties on Kennedy Circle
A life-of-use conditional use permit for Horizon Montessori Public School at 320 N. Main St. and 321 N. Broadway St.
A life-of-use conditional use permit for a clubhouse at the Villas at Tres Lagos development at 5602 Wisdom Ave.
The commission will also consider a large block of city-initiated rezonings updating properties from the old zoning code to the new Unified Development Code across multiple districts, covering properties along Military Highway, South 27th and 28th streets, South International Parkway, George McVay Drive, Honduras Avenue, South Shary Road, Portland Avenue, and a significant portion of the North McAllen area to be designated under the new City Core-Uptown district. The North McAllen rezoning covers dozens of properties along North 10th through 17th streets, North Main Street, North Broadway Street, Bicentennial Boulevard, and Ash, Beech, and Cedar avenues.
A separate public hearing will consider a variance request from El Tio Showgun LLC related to the Alcoholic Beverage Code at 2300 N. 10th St., Suite B.
Consent Agenda
Routine consent agenda items include approval of meeting minutes, monthly subdivision, project status, and parks reports, and the following contract and agreement actions:
Authorization to negotiate scope and fees with the top-ranked firm for professional engineering services for the development of an industrial park
A memorandum of understanding between South Texas College and the City of McAllen for the Adult Education and Literacy Program
Contracts for the purchase of caliche, lawn and leaf bags, hot mix asphaltic concrete for the Zavala Subdivision, and pavement markings services
Consent resolutions include an amendment to incorporate language required by the Office of the Governor for $600,000 in Texas Anti-Gang Program funding, a resolution authorizing a grant application to the U.S. Department of Transportation for up to $9.3 million under the Safe Streets and Roads for All program, an amendment to an AEP rate rider application, and a development and reimbursement agreement for the Tres Lagos public improvement district.
A list of tax refunds over $500 will also be approved, covering 12 individuals and businesses.
Bids and Contracts
The commission will consider two contract awards outside the consent agenda. The first is for the Zavala Subdivision Pavement Improvement Single Machine Repaving project, funded through Community Development Block Grant dollars. The second is for a Convention Facilities Master Plan Feasibility Study and Related Analysis, a project that will examine future options for the city’s convention facilities.
Ordinances
Three ordinances are on the agenda. The commission will consider a mid-year budget amendment for fiscal year 2025-2026 and a separate budget amendment for the Golf Course Project. A third ordinance would authorize the issuance of Sanitation System Revenue Bonds through the North American Development Bank.
Manager’s Report
The city manager’s report includes a review of boards and committees served by elected officials, future agenda items, and the election of a Mayor Pro Tem.
Tabled Items
Two previously tabled variance requests will return for consideration. Both involve requests to reduce the right-of-way requirement on Military Highway from 150 feet to 100 feet — one for the proposed Blue Jay Phase I Subdivision at 6000 S. Jackson Road and another for the proposed McColl Crossing Apartments Subdivision at 5801 S. McColl Road.
Executive Session
The commission may enter executive session during the regular meeting to discuss possible real property transactions, consult with the city attorney on legal aspects of contracts, and consult with the city attorney on ordinance enforcement matters.
