Edinburg TX - The Hidalgo County Commissioners Court will consider two economic incentive agreements and the creation of a new Director of Risk Management position when it meets Monday, Oct. 13, at 10 a.m. at the Courthouse Annex III Building, 100 E. Cano, Edinburg.
Economic Development
Commissioners will consider Chapter 381 economic incentive agreements with two companies: Marmon Food Service Technologies, Inc. and Valeo North America, Inc. The Valeo agreement is identified in the agenda as “Project December.” No additional details about the agreements are included in the agenda.
Risk Management
Commissioners will consider creating a new Director of Risk Management position at Grade 21 and revising the county’s classified positions list accordingly.
Auto Theft Task Force
The court will consider accepting a Motor Vehicle Crime Prevention Authority grant for fiscal year 2027 in the total amount of $679,257, with a cash match of $135,851. The grant covers the period Sept. 1, 2026 through Aug. 31, 2027, and is awarded to Hidalgo County with participating agencies including the Edinburg, Mercedes, Weslaco, and Palmview police departments.
Road Projects
Commissioners will consider awarding the Mile 2 W road project, running from State Highway 107 to Interstate 2 in Precinct 1, to Foremost Paving Inc. for $6,610,808.55, with Texas Department of Transportation concurrence.
Facilities
The court will consider awarding a roof replacement contract at the Courthouse Annex 3 to Rio United Builders LLC for an amount not to exceed $670,833.
Elections
Commissioners will consider approval of Central Counting Station personnel for the Nov. 3, 2026 General and Local Entities Elections. Presiding judge recommendation is Laurel McLeaish, with Armando Arechiga as alternate judge.
Community Service Agency
The court will consider a 12-month contract with Fortell for an AI voice solution to manage the agency’s high call volume. Commissioners will also consider venue and catering agreements for the Nov. 5 Access to Success Program Strive. Rise. Thrive. Gala, with the Edinburg Conference Center at Renaissance identified as the top-ranked venue and On the Grill as the top-ranked caterer.
Other Business
Additional items include an MOU with Communities in Schools of Hidalgo County; a resolution supporting Amigos Del Valle’s application for a Texas Department of Agriculture home-delivered meal grant; an MOU with the American Red Cross for emergency management; a DEA task force memorandum of agreement; an MOU with South Texas ISD Police Department for use of the sheriff’s shooting range; an interlocal agreement between Constable Precinct 1 and Texas A&M University–Kingsville for security services; an ICE overtime funding agreement for Constable Precinct 3 in the amount of $15,000 for fiscal year 2027; and Urban County resolutions authorizing HUD-funded bid solicitations.
Proclamations
The meeting will open with proclamations recognizing Breast Cancer Awareness Month, Domestic Violence Awareness Month, National Prescription Drug Take Back Day on Oct. 24, Red Ribbon Week from Oct. 23–31, Peer Support Awareness Week from Oct. 12–16, and National Community Planning Month.
