Edinburg, TX - Hidalgo County officials announced a new federal funding opportunity this week that will make more than $1 million available to local organizations providing services to residents experiencing homelessness or housing instability.
The Hidalgo County Urban County Program is accepting applications for HOME-American Rescue Plan, or HOME-ARP, funding, a one-time federal grant provided by the U.S. Department of Housing and Urban Development in response to the COVID-19 pandemic.
HOME-ARP funding details and timeline
County officials said $1,042,269.90 in HOME-ARP funds will be awarded through a competitive Notice of Funding Availability process for the provision of supportive services. The NOFA will be released Jan. 14, 2026.
Completed applications must be submitted by 3 p.m. Friday, Feb. 13, 2026.
Mandatory technical assistance workshops
Applicants are required to attend one mandatory technical assistance workshop in order to be eligible for funding. The workshops are scheduled for Jan. 20, 2026, at 1:30 p.m. and Jan. 21, 2026, at 9 a.m. Central time. Attendance at one session is required, and applications will not be accepted from entities that do not participate.
Eligible organizations and services
The funding opportunity is open to qualified units of local government and 501(c)(3) nonprofit organizations that provide supportive services directly to eligible individuals and families.
Eligible services include child care, education and employment assistance, food and legal services, mental health care, substance abuse treatment, case management, transportation, utility assistance, and short- and medium-term rental assistance.
Populations served under HOME-ARP
Organizations awarded funding must serve individuals and families who meet HUD’s HOME-ARP qualifying populations. These include people experiencing homelessness, those at risk of homelessness, individuals or families fleeing domestic violence or human trafficking, and households with the greatest risk of housing instability based on federal income and housing burden criteria.
