The McAllen City Commission will hold a workshop and a regular meeting Monday, Feb. 9, 2026, at McAllen City Hall, with discussions scheduled on zoning cases, development matters, contracts and grant applications.
Workshop meeting agenda
The City Commission workshop will begin at 4 p.m. in the City Commission Chambers on the third floor of City Hall, located at 1300 Houston Ave.
During the workshop, commissioners are scheduled to present questions to city staff related to items on the Feb. 9 regular meeting agenda. The workshop agenda also includes a presentation of Film Friendly Texas certification.
The commission may convene in executive session, as permitted by the Texas Open Meetings Act, to consult with the city attorney regarding pending litigation, legal aspects of enacted legislation, economic development matters, real property issues and personnel matters.
Regular meeting agenda
The regular City Commission meeting will follow at 5 p.m. Mayor Javier Villalobos will call the meeting to order, followed by the Pledge of Allegiance and an invocation by Commissioner Joaquin Zamora.
The agenda includes proclamations recognizing National Burn Awareness Week and Engineers Week.
Public hearing items
The commission will conduct a public hearing that includes multiple rezoning requests and conditional use permits recommended for approval by the Planning and Zoning Commission. Items include residential, institutional, utility and mixed-use zoning cases at various locations throughout the city, as well as several city-initiated rezonings tied to the implementation of the Unified Development Code.
Additional public hearing items include amendments to the zoning ordinance, consideration of updates to the Unified Development Code and a request for a variance related to the Alcoholic Beverage Code.
Consent agenda and contracts
The consent agenda includes approval of minutes from the Jan. 26 workshop and regular meeting, award of a contract for the Schoolyard Forest Project at Quinta Mazatlan, approval of a drainage and detention easement agreement involving the Tres Lagos Public Improvement District and TxDOT, and approval of tax refunds exceeding $500.
The commission is also scheduled to consider resolutions nominating a representative to the Hidalgo County Appraisal District Board of Directors and authorizing the submission of multiple state and federal grant applications related to arts funding and cybersecurity projects.
A separate bid item includes consideration of a contract award for drainage improvements along South Second Street at Byron Nelson.
Ordinances and resolutions
Ordinance items include the abandonment of utility easements at two locations and a minute order repealing Article 19 of the city charter pursuant to judicial order.
Resolution items include expressions of support for Avanti Ironwood LP, Avanti Legacy Palmera LP and Orchid Place LP.
Reports and executive session
The meeting agenda also includes the city manager’s report, which will cover a quarterly investment report, advisory board appointments and future agenda items.
The commission may enter executive session during the regular meeting to discuss pending litigation, economic development matters and legal aspects of enacted legislation, as authorized by state law.
