McAllen TX - The McAllen City Commission will hold a workshop and a joint meeting with the McAllen Public Utility Board of Trustees on Monday, Oct. 12, beginning at 4 p.m., followed by a special meeting Tuesday, Oct. 13, at McAllen City Hall, 1300 Houston Ave.
Water Bonds
The commission’s most significant action item is the consideration of $49,355,000 in Waterworks and Sewer System Revenue Bonds, Series 2026, to be sold to the Texas Water Development Board. Both the Public Utility Board of Trustees and the City Commission must separately adopt authorizing measures before the bond issuance can proceed.
New City Hall
Commissioners will consider approval of a Construction Manager-at-Risk proposal qualification for the new McAllen City Hall, Project No. 08-26-C38-1392.
Sister City Agreement
The commission will consider a sister city agreement between McAllen and the City of Tampico, Tamaulipas.
Parks Master Plan
Commissioners will consider awarding a contract for an update to the city’s Parks Master Plan.
Rezonings
The commission will hold a public hearing on multiple rezoning and conditional use permit requests. Routine items include a conditional use permit for a Planned Unit Development at 13801 North 23rd Street and rezonings at 3601 Buddy Owens Boulevard and 2436 Quince Avenue.
The commission will also consider a series of city-initiated rezonings transitioning properties from the city’s old zoning code designations to new Unified Development Code classifications across residential, commercial, and industrial districts at multiple locations citywide.
Consent Agenda
The consent agenda includes award of a contract for restroom trailers for the McAllen-Hidalgo International Bridge; an amendment to the Emergency Medical Service Provider contract; an interlocal cooperation agreement with Hidalgo County Irrigation District No. One and McAllen Public Utilities for drainage improvements; award of a contract for South 29th Street drainage improvements funded through the Community Development Block Grant program; a change order for the Material Recovery Facility upgrade; authorization to negotiate with a top-ranked consultant for aviation marketing and creative consulting services at McAllen International Airport; an ordinance increasing the strength of the McAllen Police Department; and amendments to two cybersecurity grant resolutions under the Fiscal Year 2027 State and Local Cybersecurity Grant Program, including a governance and planning grant in the amount of $35,000.
Workshop
At the 4 p.m. workshop preceding the regular meeting, commissioners will question staff about the regular meeting agenda, receive an update on a city seal redesign, and receive an update on a street lights by district project.
Special Meeting
The commission will convene a special meeting Tuesday, Oct. 13, at 10 a.m. to consider personnel matters in executive session under Texas Government Code §551.074. No other information was provided about the nature of the items to be discussed on the city’s published agenda. No public action items are listed.
Proclamations and Presentations
The regular meeting will open with presentations of the 2026 Achievement of Excellence in Procurement Award by Gerardo Noriega and a Boys & Girls Club of McAllen presentation by Kasandra Solis. Proclamations will recognize Fire Prevention Week, presented by Fire Chief Juan Gloria, and Native Plant Month, presented by Colleen Hook.
