McAllen TX - The McAllen City Commission will hold a workshop and regular meeting Monday, Aug. 10, 2026, at McAllen City Hall Commission Chambers, third floor, 1300 Houston Ave. The workshop begins at 4 p.m., followed by the regular meeting at 5 p.m.
Workshop
The workshop agenda includes an opportunity for commissioners to present questions to staff relating to the regular meeting agenda. The workshop will also include an executive session to discuss legal aspects of contracts.
Regular Meeting: Proclamations and Presentations
The commission will receive a presentation on the Miller International Airport Terminal Expansion project and consider a proclamation recognizing August as Back to School Month, to be presented by Parks and Recreation Director Denny A. Meline.
Regular Meeting: Public Hearings — Rezoning Items
The commission will consider the following customer-initiated rezoning requests, all carrying favorable recommendations from the Planning and Zoning Commission:
A comprehensive plan amendment from Auto-Urban Uses to General Commercial Uses and rezoning from Agriculture and Open Space district to Commercial, Neighborhood district for 1.37 acres at 6300 N. 10th St., requested by Melden & Hunt Inc.
A comprehensive plan amendment from Auto-Urban Uses to General Commercial Uses and rezoning from Agriculture and Open Space district to Commercial, Neighborhood district for 2.54 acres at the southeast corner of N. 10th St. and Lark Ave., requested by Melden & Hunt Inc.
Rezoning from R-1 to R-3 for 12.58 acres at 4100 N. Ware Road, requested by Melden & Hunt Inc.
Rezoning from R-1 and C-3 to R-3 at 5220 N. 10th St., requested by Melden & Hunt Inc.
Rezoning from C-3 to C-2 at 2000 Pecan Blvd., requested by Roberto Morales on behalf of Morales Acquisitions LLC
The commission will also consider four city-initiated rezoning items as part of the ongoing transition from the Old Code to the new Unified Development Code, affecting properties in the South 10th Street corridor, involving equivalent classification transitions for light industrial, high-density residential, and regional commercial designations.
Conditional Use Permits
The commission will consider the following conditional use permit requests, each for one year:
A bar, La Barra, at 1122 S. 10th St., Suite B, requested by Abraham Trevino on behalf of Trevino Hospitality Group LLC
A vape shop, Cloud Kingz, at 4500 N. 10th St., Suite 280, requested by Carlos Solis

A resolution authorizing submission of an application to the Federal Aviation Administration for Airport Improvement Program funding for the Miller International Airport Terminal Expansion project
A resolution authorizing the city manager to submit a grant application to the Texas Department of Transportation Aviation Division for the Miller International Airport Terminal Expansion project
A resolution authorizing the city manager to execute a Memorandum of Understanding with the Texas Division of Emergency Management for the 2026 Hurricane Season

Approval of a Memorandum of Understanding with McAllen ISD for the Back to School Bash
Regular Meeting: Ordinances
The commission will consider two ordinances: a budget amendment for the Ware Road reconstruction project from Business 83 to Expressway 83, Phase 2, and a budget amendment for the FM2220 Ware Road Underpass Landscaping project.
Regular Meeting: Resolution
The commission will consider a resolution approving the Fiscal Year 2026-2027 Annual Action Plan for the Community Development Block Grant and HOME Investment Partnerships programs and authorizing submission to the U.S. Department of Housing and Urban Development.
Regular Meeting: Executive Session
The commission is expected to convene in executive session to discuss economic development matters and legal aspects of contracts.
