McAllen TX - The McAllen City Commission will hold a joint workshop with the McAllen Public Utility Board and a regular meeting Monday, July 27, 2026, at McAllen City Hall Commission Chambers, third floor, 1300 Houston Ave. The workshop begins at 4 p.m., followed by the regular meeting at 5 p.m.
Joint Workshop with McAllen Public Utility Board
The workshop will open with a joint session between the City Commission and the McAllen Public Utility Board of Trustees to review and discuss recommendations for the City of McAllen Employee Health Plan. Commissioners will also have the opportunity to present questions to staff relating to the regular meeting agenda. The workshop will include an executive session to discuss economic development matters, legal aspects of contracts, and pending litigation.
Regular Meeting: Public Hearings — Routine Rezoning Items
The commission will consider the following customer-initiated rezoning requests, all carrying favorable recommendations from the Planning and Zoning Commission:
Rezoning from C-3 to C-2 for 1.51 acres at 4811 N. Ware Road
Rezoning from C-2 (Neighborhood Commercial-OC) to C-2 (Regional Commercial-UDC) at 721 N. McColl Road
Rezoning from C-2 (Neighborhood Commercial-OC) to C-2 (Regional Commercial-UDC) at 5600 N. Ware Road
Rezoning from R-3A and C-3 to R-3 for 11.183 acres at 2801 N. Jackson Road
Rezoning from C-3 to M-2 (Regional Mixed Use-UDC) at 4400, 4502, 4504, 4506, and 4508 N. 23rd St.
The commission will also consider five city-initiated rezoning items as part of the ongoing transition from the Old Code to the new Unified Development Code, affecting multiple properties in the South 10th Street corridor, South McColl Road, and surrounding areas. The rezonings involve equivalent classification transitions for light industrial, high-density residential, regional commercial, low-density residential, and agricultural and open space designations.
Conditional Use Permit
The commission will consider a conditional use permit request for one year for a bar, Precopa Bar, at 306 S. 17th St., requested by Graciano Alvarado.

The commission will consider a variance request to interior street right-of-way and paving width requirements for the proposed Villas at Tres Lagos Phase II Subdivision at 5600 Tres Lagos Blvd.
