MCALLEN TX - The McAllen City Commission will hold its regular meeting Monday, May 11, 2026, at 5 p.m. in the City Commission Chambers on the third floor of McAllen City Hall, 1300 Houston Ave.
Proclamations
The meeting will open with proclamations recognizing Public Works Week, presented by Robert Trevino, and Peace Officers’ Memorial Week, presented by Chief Victor Rodriguez.
Election Canvass and Runoff Ordinance
The commission will take up the official canvass of election returns for the city’s special election held May 2, 2026. According to the most recent voting tabulations, Fallek managed to win the election outright with a three-vote margin.
Public Hearings — Rezonings
The commission will consider several rezoning requests during a public hearing. A routine rezoning request seeks to rezone Lot 7, Lazy-A Ranch Addition Subdivision, at 2400 Maple Ave., from C-2 Neighborhood Commercial under the Old Code to C-2 Regional Commercial under the Unified Development Code.
The commission will also consider multiple city-initiated rezonings transitioning properties from designations under the Old Code to corresponding classifications under the new Unified Development Code. Properties affected include industrial parcels along South 40th Street, Melba Avenue, South 42nd Street, Ursula Avenue, South Ware Road, and Military Highway, as well as properties in the Sharyland area along South International Parkway, Military Highway, Wanda Avenue, South Bentsen Road, South Shary Road, South Glasscock Road, Tanya Avenue, and Honduras Avenue. One rezoning request seeks to reclassify two properties at 4600 and 4712 Military Highway from Light Industrial under the Old Code to Regional Commercial under the Unified Development Code. Agricultural and Open Space properties along South Bentsen Road are also included in the city-initiated rezonings.
Consent Agenda
The commission will consider routine items including approval of minutes from the April 27, 2026, workshop and regular meeting; award of a contract for an employee dental plan; award of a contract for the implementation of a mass emergency communication system in the total amount of $120,701.70; a memorandum of understanding with Hidalgo County for development of the 2028–2032 Five-Year Consolidated Plan for U.S. Department of Housing and Urban Development funds; Change Order No. 3 and final reconciliation for Terminal HVAC and Lighting Efficiency Improvements at McAllen International Airport; and approval of tax refunds over $500.
Bids and Contracts
The commission will consider award of a contract for Dallas Avenue at South 1st Street Drainage Improvements.
Variances
Six variance requests are on the agenda. Items include requests to reduce the right-of-way on Military Highway from 150 feet to 100 feet for two proposed subdivisions — Blue Jay Phase I at 6000 S. Jackson Road and McColl Crossing Apartments at 5801 S. McColl Road. Additional variance requests involve exceeding maximum block length for the proposed Cascada at Champion Lakes Subdivision at 3300 Agusta Ave. and the proposed Eider Subdivision at 6200 S. 23rd St. A variance request for Habitat at Ware Phase II Subdivision at 6117 N. Ware Road covers internal road right-of-way width, cul-de-sac length, and sidewalk width. A variance request for the proposed Mariel Lucille Subdivision at 836 E. Olympia Ave. seeks to waive right-of-way dedication, cul-de-sac turnaround requirements, and sidewalk requirements along E. Olympia Avenue and E. Pineridge Avenue.
Executive Session
The commission may convene in executive session to address matters related to consultation with legal counsel, real property, personnel matters, and economic development under Chapter 551 of the Texas Government Code.
