McAllen TX - The McAllen City Commission will hold a workshop and regular meeting Monday, July 13, 2026, at McAllen City Hall Commission Chambers, third floor, 1300 Houston Ave. The workshop begins at 4 p.m., followed by the regular meeting at 5 p.m.
Workshop
The workshop agenda includes three presentations to the commission:
A presentation on McAllen Convention Facilities Expansion and Funding Options
A presentation on the Section 108 Loan Guarantee Program
A presentation on the Parking Program at McAllen International Airport
Commissioners will also have the opportunity to present questions to staff relating to the regular meeting agenda. The workshop will include an executive session to discuss economic development matters and legal aspects of contracts.
Regular Meeting: Presentations and Proclamations
The commission will receive a Texas Film Friendly Certification presentation from Leigh Wooldrige and a proclamation recognizing Parks and Recreation Month from Parks and Recreation Director Denny Meline.
Regular Meeting: Public Hearings — Routine Rezoning Items
The commission will consider the following rezoning requests, all carrying favorable recommendations from the Planning and Zoning Commission:
Rezoning from C-3 to C-2 at 6100 N. 10th St.
Rezoning from R-1 to C-1 for 15.176 acres at 4117 N. Ware Road
Rezoning from R-1 to R-3 at 617 Dallas Ave.
The commission will also consider four conditional use permits, each for one year:
A Smoke/Vape Shop (Smoking Valley) at 2200 Trenton Road, Suite 2A, requested by David Rossow
A Nightclub/Bar (Alibi) at 211 S. 17th St., requested by Juan M. Villarreal on behalf of Tipsy Aliens LLC
A Vape Shop (UR Vape) at 7913 N. 10th St., Suite 170, requested by Abobaker R. Mohamed on behalf of UR Vape Match LLC
A Nightclub (Santa Diabla) at 1704 Dallas Ave., requested by Mark A. Watts on behalf of JAM Entertainment Ventures LLC
City-Initiated Rezonings
The commission will consider six city-initiated rezoning items as part of an ongoing transition from the Old Code to the new Unified Development Code, affecting multiple properties along the South 10th Street corridor and surrounding areas. The rezonings involve transitions between equivalent zoning classifications under the new code for light industrial, regional commercial, agricultural and open space, low-density residential, and high-density residential designations.

A conditional use permit for a Nightclub/Bar (MK’z Nightclub) at 2021 Orchid Ave., requested by Karla M. Rivera on behalf of MKZ Night Club LLC
An amendment to the McAllen Zoning Ordinance
A variance from the city’s Alcoholic Beverage Code at 1400 Savannah Ave., requested by Juan Lugo on behalf of Whitefish Ventures LLC and Whitefish Ventures No. 1 LLC
Regular Meeting: Consent Agenda
The consent agenda includes the following items:
Approval of minutes from the June 22, 2026, workshop and regular meeting
Authorization to enter into an interlocal agreement for the donation of surplus vehicles to the City of Victoria, Tamaulipas, Mexico
Approval of an interlocal agreement with Caldwell County for the purchase of a high-water rescue truck
Approval of an interlocal cooperation agreement with VIA Metropolitan Transit for the transfer of surplus property
A budget amendment transferring McAllen Public Utility fund balance from the Wastewater Depreciation Fund to the Wastewater Capital Improvement Fund
A budget amendment for the FM2220 Ware Road Pedestrian Crossing
A resolution authorizing a grant application to the Texas Water Development Board’s Water Supply and Infrastructure Grant Program
An amendment to Resolution No. 2026-03 incorporating language required by the Office of the Governor for Fiscal Year 2027 Operation Lone Star Grant Program funding in the amount of $508,503.57

Regular Meeting: Bids and Contracts
The commission will consider the following contracts:
A lease agreement for El Muchachito Alegre Mariscos Express LLC at the Downtown Parking Garage Food Court
Award of a contract for professional engineering services for the new golf course improvements
Award of construction engineering and inspection services for the FM2220 Ware Road Underpass Trail Passing project
Award of a construction contract for the FM2220 Ware Road Underpass Trail Passing project
Award of a contract for drainage improvements at 1st Street at Beaumont Avenue
Regular Meeting: Ordinances
The commission will consider two ordinances: a budget amendment for FM2220 landscape medians, and an ordinance for the Fiscal Year 2026-2027 Annual Action Plan, including the Community Development Block Grant and HOME Investment Partnerships programs, with authorization to submit the plan to HUD.
Regular Meeting: Resolutions
The commission will consider a resolution authorizing an application to the HUD Section 108 Loan Guarantee Program and a resolution supporting the Texas Department of Transportation’s removal of the pedestrian overpass bridge at 23rd Street between Fresno Avenue and Erie Avenue.
Regular Meeting: Variances
The commission will consider three variance requests:
A request to waive right-of-way dedication for South 2nd Street for a proposed 7-11 McAllen Subdivision at 201 Dallas Ave.
Requests to allow an alley on the north side instead of the required street right-of-way width and to waive sidewalk requirements on portions of the proposed Hidden Groves Subdivision at 8601 N. 2nd St.
A request to reduce the cul-de-sac right-of-way width from 116 feet to 100 feet along Jonquil Avenue for the proposed Villas at Jonquil Subdivision at 512 Jonquil Ave.
Regular Meeting: Executive Session
The commission is expected to convene in executive session during both the workshop and regular meeting to discuss economic development matters and legal aspects of contracts.
