McAllen, TX – The McAllen City Commission is set to meet Monday evening to consider proposed fee increases at Champion Lakes Golf Course, a plan city staff outlined earlier in the day during a commission workshop focused on the facility’s finances and long-term operations.
Special election ordinance
Commissioners are also scheduled to consider an ordinance calling a special election for May 2 to fill the unexpired term for City Commissioner District 5. Champion Lakes fee increase proposal
During the 4 p.m. workshop, staff presented data showing steady growth in both usage and revenue at Champion Lakes Golf Course over the past several years. According to the presentation, rounds played increased from about 45,600 in fiscal year 2020 to more than 66,700 in fiscal year 2025, while annual revenues rose from roughly $1.5 million to more than $2.5 million over the same period.
Staff told commissioners that despite the increased activity, green and cart fees have been adjusted only once since fiscal year 2010–11, when most fees were increased by $2 during fiscal year 2021–22. The proposed update would raise a range of fees, including 18-hole and 9-hole green fees, cart fees, trail fees for private carts, driving range fees and several membership categories.
For example, the standard 18-hole green fee would increase from $30 to $33, while the annual individual membership would rise from $1,300 to $1,430. Staff said the proposed changes are intended to allow the golf course to continue covering its operating costs, fund equipment replacement through its depreciation fund and remain competitive with other municipal courses in the Rio Grande Valley.

Public hearing and zoning items
The meeting agenda also includes a public hearing on zoning matters, including a rezoning request on Ash Avenue from general business to regional commercial and a conditional use permit request for a bar and billiards establishment on Nolana Avenue. A separate rezoning request on Chicago Avenue was withdrawn prior to the meeting.
Consent agenda and airport projects
On the consent agenda, commissioners will consider routine items such as approval of meeting minutes, the purchase of fire department protective equipment, engineering services contracts and several airport-related items. Those include amendments to the airport parking management agreement, construction contracts for airport parking lots and a budget amendment for airport improvement projects.
The commission will also consider cooperative purchases for new city and police vehicles, approval of tax refunds and a resolution authorizing a grant application for rifle-resistant body armor funding.
Executive session
The agenda allows for an executive session to discuss real property matters, economic development issues and legal matters with the city attorney, as permitted under state law.
The meeting is scheduled to begin at 5 p.m. at McAllen City Hall.
