McAllen, TX - The City of McAllen Board of Commissioners will hold a workshop and regular meeting Monday, Jan. 26, with discussion during the earlier workshop expected to center on the future of City Hall and the status of a major parks improvement project.
The workshop is scheduled for 4 p.m., followed immediately by the regular meeting at 5 p.m. Both meetings will take place in the City Commission Chambers at McAllen City Hall.
City Hall concept designs
During the workshop, commissioners will receive an update on the proposed new City Hall, including two concept renderings prepared by city staff.
According to a staff memo, the first option features a clean, modern design, while the second concept maintains a modern look but incorporates architectural elements intended to reflect McAllen’s identity. City officials said the goal is to create a civic landmark that feels both welcoming and timeless.
The presentation is intended to give commissioners an early look at design directions and gather feedback before the project moves further in the planning process.

Bill Schupp Park fitness court update
Commissioners will also receive an update on the Bill Schupp Park Outdoor Fitness Court project. Staff said the briefing is meant to provide a clear picture of the project’s current status so commissioners can make informed decisions moving forward.
The outdoor fitness court is part of the city’s broader effort to expand recreational amenities and promote active lifestyles in McAllen parks.

Regular meeting agenda
The meeting will open with the Pledge of Allegiance and invocation, followed by a proclamation recognizing Navy Week. The agenda also includes a public comment period for individuals wishing to speak on posted agenda items.
Zoning and land use requests
Commissioners will conduct a public hearing on a series of rezoning requests recommended for approval by the Planning and Zoning Commission. Items include changes from residential to commercial or mixed-use zoning at properties on South Taylor Road, Date Palm Avenue, South Ware Road, Zinnia Avenue and other locations throughout the city.
Also included are multiple conditional use permit requests, such as approvals for a Boys & Girls Club facility on Jordan Road, several smoke and vape shops at various commercial sites, and a proposed food truck park along East U.S. Business 83. Each permit request is listed with a specific time period and would require adoption of an ordinance if approved.
A separate public hearing item involves a request for a variance under the city’s Alcoholic Beverage Code at a property on North Main Street.
Consent agenda and routine business
Under the consent agenda, commissioners are expected to vote on approval of minutes from the Jan. 12 workshop and regular meetings, monthly subdivision and project status reports, and an agreement related to Texas Department of Transportation allocation funding for fiscal year 2025–26.
The consent agenda also includes authorization to write off uncollectible sanitation and drainage fee accounts, cooperative purchase agreements for playground equipment at Municipal West Playground and a VMware maintenance subscription, and approval of tax refunds exceeding $500.
Grants, contracts and capital projects
Commissioners will consider resolutions authorizing the submission of grant applications to the Office of the Governor, including funding requests under the Operation Lone Star Grant Program and the Texas Anti-Gang Program.
Bid items include awarding a contract for Phase I of the Nolana Avenue widening project from 2nd Street to Jackson Road and approval of the Quinta Mazatlán Schoolyard Forest Project, which is intended to expand environmental education and green infrastructure.
Variance request and reports
The agenda also includes a variance request tied to the proposed Military Industrial Park Subdivision, involving right-of-way dedication and cul-de-sac length requirements.
The city manager’s report will cover advisory board appointments, boards and committees served by elected officials, and future agenda items.
Executive session
The meeting allows for executive session discussions under the Texas Open Meetings Act, including consultation with the city attorney regarding pending litigation and legal matters related to proposed ordinances.
