McAllen, TX - McAllen Public Library has received the 2025 Achievement of Excellence in Libraries Award from the Texas Municipal Library Directors Association, marking the 12th consecutive year the library system has earned the statewide recognition.
Award recognition
The Achievement of Excellence in Libraries Award recognizes public libraries for high levels of service, innovation and community engagement. Out of more than 500 public libraries across Texas, 101 received the designation in 2025, placing McAllen Public Library among the top 20 percent statewide.
The award evaluates libraries across multiple service areas, including outreach to underserved populations, innovative programming, digital inclusion, workforce support and community partnerships.
Library services and programs
McAllen Public Library operates three branches and serves thousands of residents through early childhood and teen programming, digital literacy classes, workforce partnerships, and cultural and literacy-focused events. The system offers services designed to address evolving community needs, including access to technology and educational resources.
City leadership comments
“This recognition reflects the everyday work happening inside our libraries,” McAllen City Manager Isaac J. Tawil said. “McAllen Public Library continues to respond to real community needs, whether that means expanding access to technology, supporting families and students, or creating welcoming spaces.”
Library Director Kate Horan said the award highlights staff dedication and community focus.
“This award speaks to the care, creativity, and commitment our staff bring to work every day,” Horan said. “Our focus is listening to the community and building services that are practical, welcoming, and meaningful.”
McAllen Mayor Javier Villalobos said the recognition underscores the role libraries play in city services.
“Libraries play an essential role in how a city supports its people,” Villalobos said. “McAllen Public Library shows what it looks like to invest in learning, access, and community.”
